This would give Kiev priority in access to Western weapons and military technologies, Polish President Andrzej Duda said in an interview with the Wall Street Journal.
According to him, discussions are currently continuing on the creation of the Ukraine-NATO Council, which will be a prelude to its entry into the Alliance.
According to Duda, Russia "must understand today that Ukraine has security guarantees that do not have an expiration date and will not be canceled due to Western fatigue." The Polish leader also added that such an agreement would not be linked to peace talks between Ukraine and Russia.
According to sources of the Wall Street Journal, such an agreement can be concluded in the context of Ukraine's movement towards NATO membership, but its conclusion will not lead to the Alliance being drawn into a conflict with Russia. At the July NATO summit in Vilnius, the Ukraine-NATO Council will be created, which will become for it a "gateway to future membership" in the Alliance.
Within the framework of this structure, Ukraine will have the right to convene Council meetings and request assistance. Individual NATO member States could respond to its requests.

According to Fabrice Pothier, a former senior NATO official who was one of the authors of the original plan, it is assumed that the United States will act as the main guarantor of the agreement, which will also involve European NATO countries.
Potier also believes that the signatories of the agreement will bear certain obligations, which will discourage Russia from further aggression. The Wall Street Journal claims that "in principle" officials of several European capitals, including Paris and Berlin, spoke positively on the topic of such an agreement. Initially, the proposal to conclude such an agreement was made last year by Rasmussen and the head of the Presidential Administration of Ukraine, Andriy Ermak.
Andrzej Duda: Ukraine is moving towards NATO
Andrzej Duda, in an interview with the Wall Street Journal, said that the agreement based on the Israeli model will give Ukraine priority in access to the supply of weapons and advanced technologies. The leader of the RP also admitted that he had spoken on this topic with US President Joe Biden during his February visit to Poland, and discussions on this topic continue among allies and partners.
"It is quite clear that Ukraine cannot become a member of NATO when there is a conflict on its territory that Russia started. But it is no less clear that thanks to this conflict, Ukraine is modernizing its army and moving in the direction of NATO," the Polish president said.
