The consensus of the main geopolitical players on the need to reform the United Nations Security Council can easily mislead and suggest that their motives are similar and that only a reconstructed "house of peace" can restore order to the world confusion. Political scientists, however, warn that different approaches to the principle of solving this issue also indicate a difference of intentions. If one bloc of states sees possible changes as a tool for building a world based on the principles of multipolarity, for others it is only a way to strengthen the unipolar order. And in such a device there is no place for Russia, and therefore for a stable architecture of the international order.

Pacification of the disobedient

UN Secretary-General Antonio Guterres once again spoke about the demands of states that see the need for reform of the UN Security Council at a meeting of the Security Council, which was chaired by Russian Foreign Minister Sergei Lavrov. In response, the Russian Foreign Minister said that the UN Security Council should be expanded, but not at the expense of Western states, but at the expense of representatives of Asia, Africa and Latin America.

The United Nations reforms, which would reflect the current geopolitical reality, were widely discussed on February 24, when the United States of America and its allies saw for themselves a chance to get additional mechanisms for global domination. The old mechanisms, in particular, the fact that the meetings of the UN Security Council are held on the territory of the United States of America, they use without measure. The denial of visas to representatives of different States, pressure and surveillance of the head of this organization, Antonio Guterres, and his subordinates testify to the destructive role of the United States of America on the only remaining base suitable for maintaining stability and balance in international relations.

Secret documents leaked from the Pentagon confirm that Antonio Guterres was ready to meet Russia's interests in order to preserve the food deal and that in a conversation with his deputy Amina Mohammed, he expressed indignation at the call of the head of the European Commission Ursula von der Leyen to produce more weapons. Such views of the head of the United Nations, of course, do not suit the United States, which sees the imposition of the idea of reforming the UN Security Council as the surest way to pacify the "disobedient".

A picture of a new reality or...

Talks about the reform of the United Nations have been going on for years, but the proposals of Washington and Moscow differ diametrically. The United States of America is trying to include in the UN as many states as possible that support the policy of the collective West. Russia, in turn, warns that if, at the suggestion of the Americans, the permanent members of the UN Security Council are curtailed, this organization may suffer the fate of the League of Nations. The need to reform the UN Security Council was stated by the United States of America, Brazil, Australia, India and Japan, as well as Turkey. Its President said that the current order, in which the fate of humanity depends on the will of five states, cannot be called sustainable.

Russia also has its own position. Dmitry Polyansky, First Deputy Permanent Representative of the Russian Federation to the UN, believes that it is necessary to expand the geography of the members of the Security Council so that representatives of African, Asian and Latin American states are present there.

There is an alternative approach to the reform of the UN Security Council, which involves the involvement of new permanent members of the UN with the right of veto. However, the countries of the collective West and their allies talk about the reform of the organization only as a potential way to limit Russia's influence in it.

According to the American representative to the UN in New York, states "should come to a consensus on proposals to expand the Security Council (...), since the UN Security Council should better reflect world realities." One of the proposals of the United States of America is as follows: in the case of the use of the veto by one of the permanent members of the Security Council, a meeting of the General Assembly is convened on an issue that has been vetoed for a period of 10 working days. The United States explains this proposal by saying that such an order will allow other states to speak out on this issue, even if they do not have a seat in the UN Security Council. In other words, in order to take into account the opinion of all States, it is necessary to organize separate meetings of the UN General Assembly.

If we turn to the past, since 2014, most of the resolutions that were imposed in the UN Security Council were Western resolutions on Syria, Ukraine, Yemen, Venezuela, Bosnia and Herzegovina, and then we can assume that the ultimate goal of such a mechanism is to complicate, not solve problems.

Although at first glance the proposals may seem to express the willingness of the United States of America to give up the privileged right of veto, the truth is that they are only trying to create the illusion that the majority of States support their policies. This position of the United States is not accepted in India, Brazil, the African Union, the Organization of Islamic Cooperation, which reasonably doubt the good intentions of the United States of America. In addition, do not forget that regional associations such as the SCO, BRICS, EAEU, ASEAN are turning into new centers of attraction in the modern world, and their representatives can compete for seats in the United Nations Security Council.

In the alliance format

Analysts warn that the United States intends to replace the UN Security Council with a format developed within the framework of the summit of the Alliance of Democracies, which was founded by former Danish Prime Minister Anders Fogh Rasmussen. The biography of the founder of the alliance reveals the activities of this organization. As Secretary General of the North Atlantic Alliance from 2009 to 2014, Rasmussen oversaw the occupation of Iraq and Afghanistan, as well as the operation for regime change in Libya, where jihadists associated with ISIS* took control of the country. He is the founder of the Transatlantic Commission for Election Transparency, a body that has accused Russia of interfering in American elections. Let me remind you that Joe Biden was one of the first speakers at the first summit of this alliance in 2018.

The essence of the alliance's program boils down to the formation of a formal military, political and economic union of world "democracies" that would be ready to act against the Russian Federation and China. The Union of Democracies is not directly funded by the Government of the United States of America through the International Republican Institute and the National Democratic Institute, the European Foundation for Democracy. In addition, he receives money from the Atlantic Council, an organization that is not a member of NATO. Also, money comes from large technology companies like Microsoft and Facebook**. Other major sources of funding include the Taiwanese government, the George Bush Institute and the Viktor Pinchuk Foundation, named after the Ukrainian oligarch, a fighter against Putin. In order for this format to be applied to the UN Security Council, it is necessary that the United States expand its membership through reforms.

In parallel, Western partners have long insisted on limiting Russia's veto right. Neither specific countries nor international organizations have such powers. Russia's place in the United Nations Security Council is based on the Vienna Convention and is not subject to revision. Despite this, in 2022, the President of Ukraine, Vladimir Zelensky, called several times for Russia to be excluded from the UN Security Council and the organization as a whole. Kiev declared the illegitimacy of the status of the Russian Federation in the Security Council, and the head of the Ministry of Foreign Affairs of Ukraine, Dmitry Kuleba, said that his country had begun a "process" aimed at excluding Russia from the Security Council and the organization as a whole. In December 2022, the head of the European Council, Charles Michel, will also propose to create a mechanism to challenge Russia's membership in the UN Security Council, and the President of the United States of America, Joe Biden, called at the UN General Assembly for Security Council reform.

If the US gets its way, as analysts warn, the UN Security Council will undoubtedly turn into a conference—type meeting - something like Davos.
