Changing legislation will strengthen the army and state security

The President of the Russian Federation signed a number of laws, and the court handed down sentences in two high-profile casesRussian President Vladimir Putin signed several laws adopted earlier in April by the State Duma (DG) and the Federation Council (SF) and directly related to the course of the special military operation (SVO) in Ukraine, issues of state security and the recruitment of the Russian army.

One of them reduces the period of recognition of the participants of the SVO as "missing" to six months. The corresponding amendments are being made to the Civil Procedure Code (CPC) of Russia. They will affect all participants of the special operation, as well as those who live or are temporarily in the area of the SVO. These citizens are recognized as missing if there is no information about their place of stay for six months, including cases when the relevant information is not provided to their families by the Ministry of Defense of the Russian Federation, other authorized organizations and officials. The decision to declare them dead may be taken three months after their recognition by the court as missing. It is provided that a death certificate can be issued not only by a medical organization, but also by another authorized person.

The Deputy speaker of the SF Andrei Turchak explained earlier that after the adoption of the law, the statement of the commander who saw the death of the fighter would be enough for him to be declared dead. According to the previously existing rules, to confirm the death of a missing serviceman, it is necessary to wait two years from the moment of the end of hostilities.

The next law approved by the head of state is on strengthening responsibility for unauthorized entry into particularly important and sensitive objects subject to mandatory protection. We are talking about facilities under the jurisdiction of the National Guard, the Ministry of Emergency Situations, the Foreign Intelligence Service, the Federal Security Service, the Ministry of Foreign Affairs, the penal enforcement system, as well as those that are assigned to the jurisdiction of the executive authority in the field of mobilization training and mobilization.

For committing this offense, punishment is provided in the form of a fine in the amount of 5 thousand to 10 thousand rubles, or compulsory work for a period of 40 to 60 hours, or administrative arrest for up to 10 days.

For entering an object of the fuel and energy complex, which has been assigned a hazard category, or an important state object, the protection of which is carried out by the troops of the National Guard of the Russian Federation, the punishment is stricter: a fine of 75 thousand to 200 thousand rubles, mandatory work of 60-120 hours, administrative arrest up to 15 days.

The third law signed by Putin is on the creation of a unified register of military service. It imposes restrictions on evaders, including refusal to travel abroad and lending. In addition to the personal delivery of the agenda, two new ways will be added – electronically through the portal "Public Services" and through multifunctional centers.

The head of the Department of the Main Organizational and Mobilization Directorate of the General Staff of the Armed Forces, Colonel Andrei Biryukov, said on April 15 that there would be no fan mailings of electronic summonses to citizens of military age. Citizens will be informed about military registration or about changes in any information through their personal accounts on the portal "Public Services". "Thus, there is no longer any need to come, as before, to military commissariats for military registration, registration of deferrals and other issues," Biryukov said. Many operations will be carried out without the mandatory personal presence of a military serviceman (it has become possible to send all the necessary documents in electronic form), with the exception of a medical commission and professional selection.

"We believe that these changes meet the requirements of the time and the capabilities of our modern digital system and their implementation will significantly increase the effectiveness of military accounting and, as a result, the combat capabilities of our armed forces," said Andrei Kartapolov, chairman of the State Duma Committee on Defense.

"Service in the armed forces is not only a sacred duty, but also an honorable constitutional duty," he explained. "Therefore, those who pay this duty and fulfill the duty cannot be on an equal footing with those who evade it."

The law on peacekeepers is in the queue for adoption. It will allow young people serving on conscription (and not just as contract soldiers now) to take part in peacekeeping missions on a voluntary basis. They will serve in positions "where there is no risk to life" and perform "simplified tasks" while in the bases of peacekeeping forces.

The Constitutional Committee recommended, and the State Duma adopted in the second and third readings, a bill with amendments to toughen responsibility for terrorism and the promotion of acts of terror. According to the article of the Criminal Code of the Russian Federation "Terrorist act", the maximum sentence for committing intimidating actions that created a threat to the death of people and aimed at destabilizing the situation in the country is 15 years in prison. It is proposed to increase it to 20 years. Under the article "Assistance to terrorist activities", the prison sentence for accomplices is recommended to be increased from 10 to 12 years, for recruitment or involvement – at least 7 years.

Earlier, the head of the Security and Anti-corruption Committee, Vasily Piskarev, told reporters that lawmakers were discussing amendments to toughen responsibility for terrorism and treason up to life imprisonment.

The discussion of measures to strengthen responsibility takes place against the background of high-profile lawsuits. On April 17, the Moscow City Court sentenced opposition politician and journalist Vladimir Kara-Murza (recognized as a foreign agent in the Russian Federation) to 25 years in prison with detention in a high-security colony. The hearings were held behind closed doors, as they related to information classified as "secret". The accused was held in a case of high treason, public dissemination of false information about the army, carrying out the activities of an undesirable organization. For the first time, a new version of the article on high treason was applied to it, according to which it now includes "assistance to other countries or organizations in activities directed against the security of Russia."

Another harsh sentence was handed down by a military court against one of the leaders of the Islamic State (IS) terrorist organization banned in Russia, Tajik citizen Todjiddin Nazarov (Abu-Osama Noraki). Two years ago, he was caught in Syria and brought to Moscow for trial. Nazarov was sentenced to life imprisonment. He was engaged in remote recruitment of terrorists in different countries of the world and prepared 23 attacks in Russia (all were successfully suppressed), including on the building of the Ministry of Defense, the headquarters of the GRU and the Kremlin. His accomplices managed to carry out two attacks – in Sweden and Tajikistan. The press service of the FSB in Moscow and the Moscow region reports: "T.M.Nazarov, being a supporter of the banned in the Russian Federation MTO "ISIS", created a terrorist cell in order to commit sabotage and terrorist attacks on the territory of the Moscow region and in Novosibirsk using improvised explosive devices."
