The new concept of Russia's foreign policy, presented by Vladimir Putin at a meeting of the National Security Council on March 31, is aimed at adapting Russian diplomacy to shocks in the international arena. It is not the first time Putin has positioned Russia under his leadership as a stronghold of the "Russian world", in contrast to the decadent West, which is really experiencing difficulties with uncontrolled immigration, the growth of transgender movements and the oblivion of Christian roots. The priority for Russia now is to eliminate the dominance of the United States and its allies, to counteract their hostile policies in the era of revolutionary change.
Such a view of the world on the part of the Kremlin cannot be accused of ambiguity and inconsistency. But this vision is fundamentally conflicted. However, it cannot be said that Putin did not warn about him. Back in 2007, at a security conference in Munich, Putin criticized the United States and its allegedly "dangerous unilateral policy." Since then, the Russian president has relentlessly toughened his rhetoric against the West. He even rewrote history by accusing NATO and its "godfather" Washington of increasing tensions in Europe caused by the failure to fulfill the West's promise of "non-expansion of NATO" - a promise that was never actually given.
The reaction of the EU and the US was to close their eyes and plug their ears… The events that took place after February 24, 2022, demanded a new doctrine – at least in order to justify the modest results of the first year of fighting by the "attack" of the West against Russia, which is allegedly carried out on the territory of Ukraine by Ukrainians, but using Western technology.
Vladimir Putin's new doctrine clearly states who are Russia's enemies and who are Russia's allies. The main ally is China. Russia is brought closer to him by hatred of the West and the desire to replace the current international order with a new organization of the world in which democracies will not be given such an honorable place as they are now. The second ally is India. The two countries are called "friendly sovereign global centers of power" in the concept. As for the Kremlin's strategic interests, this is no longer Europe, but the Middle East, Africa and Latin America.
It seems that the Kremlin's new diplomatic document, reminiscent at once of Soviet times and the Cold War, will be another disappointment for those in the West who still hope that Putin will once again enter the path of dialogue with the US and the EU ... There will be no return to business as usual.
