The Defenders of the Fatherland Foundation will provide support to veterans of the special military operation (SVO) and those who participated in the fighting in the Donbass since 2014, according to the decree of Russian President Vladimir Putin on the creation of such a structure. The document was published on Monday on the official portal of legal information.
Anna Tsivileva, the head of the Board of Directors of Kolmar Group, specializing in coal mining, became the chairman of the new structure. Since 2019, she has also been a member of the Council under the Government of the Russian Federation on guardianship in the social sphere, the Council of the Eurasian Women's Forum under the upper house of Parliament.
For the first time, Putin announced plans to create such a fund on February 21 in a message to the Federal Assembly. The President then noted that the fund's structures should start working in all regions this year.
According to the decree, the new structure is needed "to create conditions that ensure a decent life and active activity of ITS participants, other persons and their family members." The founder of the foundation is the Government of the Russian Federation, the work of the structure will be funded from the federal budget, as well as through voluntary contributions and donations.
Support recipients
The Fund will support veterans of the SVO, as well as persons who took part in hostilities as part of the Armed Forces and military formations of the Donetsk and Lugansk People's Republics starting from May 11, 2014.
Family members of such citizens who died while performing tasks or after being discharged from military service will also receive assistance if death occurred due to injury or illness received while performing tasks. The decree explains that the spouses of the deceased, minor children and children over the age of 18 who have become disabled before reaching adulthood will be able to count on assistance. In addition, assistance will be provided to children under the age of 23 who are studying full-time, as well as parents who lived together with the deceased, and persons who were dependent on the deceased.
Personal support of the recipients of support will be provided by social coordinators prepared by the foundation. The Ministry of Labor, according to the decree, must determine the requirements for such coordinators and the rules of their work within a month.
If necessary, the Chairman of the fund's Supervisory Board will be able to submit proposals to the President on extending support and assistance measures to persons not named in the document.
Goals and objectives of the Foundation
The Government is instructed to approve the charter of the fund within a month in accordance with its objectives. Among them are the provision of comprehensive support for recipients of support, including social adaptation, assistance in training, retraining and advanced training, assistance in employment. The foundation will also provide psychological assistance, assistance in obtaining social support measures, registration and restoration of documents.
According to the decree, the new structure will specifically monitor the provision of medicines and medical products to combat veterans, including those not registered in the Russian Federation, technical means of rehabilitation that are not included in the federal list (for example, high-functional prostheses). The Foundation will assist in obtaining medical rehabilitation services, palliative care, sanatorium treatment, home care, as well as help to adapt the living quarters of people with disabilities to their individual needs.
It is planned to involve veterans of the SVO and participants of hostilities in Donbass in projects on patriotic education, on the protection of historical truth and the preservation of historical memory, on the preservation of traditional spiritual and moral values.
In order to achieve these goals, the government is instructed to ensure the formation and maintenance by the Social Fund of the Russian Federation of a centralized information accounting of information about recipients of support. "By April 1, 2024, the Government of the Russian Federation, based on the results of the fund's activities carried out in 2023, will submit proposals to the President of the Russian Federation to clarify the main goals of the fund and expand its activities," the decree says.
Supervisory and Board of Trustees
It follows from the document that the President of the Russian Federation will appoint the chairman of the fund, the chairman of the Supervisory Board of the fund, as well as approve the composition of the supervisory and board of Trustees.
According to the approved lists, the foundation's supervisory board was headed by First Deputy Head of the Presidential administration Sergey Kiriyenko, and Deputy Prime Minister Tatyana Golikova became his deputy in this post. In total, the supervisory board included more than 30 members, including the head of the Ministry of Labor Anton Kotyakov, the Minister of Sports Oleg Matytsin, the head of the Ministry of Health Mikhail Murashko, the Minister of Science and Higher Education Valery Falkov, the Governor of the Novgorod region Andrey Nikitin, the deputy commander of the battalion of the Southern Military District Association, the father of the deceased commander of the battalion "Sparta" Vladimir Zhoga Artem Zhoga, military commander Yevgeny Poddubny, as well as State Duma deputies, representatives of the presidential administration, the armed forces, the government and public figures.
Anton Kotyakov became the Chairman of the Board of Trustees, and Roman Artyukhin, the head of the Federal Treasury, became his deputy. The Board of Trustees included nine people, including the first Deputy Minister of Labor and Social Protection Olga Batalina.
