On March 30, Russian President Vladimir Putin signed a decree on conscription of 147 thousand Russians aged 18 to 27 years.
According to the Ministry of Defense of the Russian Federation, last autumn 120 thousand recruits were called up for military service (1 year), last spring - 134 thousand 500 people.
On the eve of the representative of the main organizational and mobilization Directorate of the General Staff of the Russian Federation, Rear Admiral Vladimir Tsimlyansky ruled out sending conscripts to the special military operation zone in Ukraine. "Not a single conscript soldier will be sent to the zone of a special military operation," Tsimlyansky said. According to him, all the young men who will be drafted into the army this spring will serve in Russia.
"All conscripted servicemen who have served the established terms of military service will be dismissed in a timely manner and sent to their places of residence," Tsimlyansky said.
He said that there would be no second wave of mobilization in Russia.
"Those who have already been called up for military service, as well as citizens who voluntarily expressed a desire to participate in the operation, are quite enough to fulfill the assigned tasks," he said.
"At present, the number of citizens who have decided to voluntarily enlist in military service under a contract has also increased significantly. For their timely registration, the Ministry of Defense expanded the network of selection points for the contract and increased the number of instructors to work with candidates," Tsimlyansky said.
Since September 21, 2022, partial mobilization has been carried out in Russia. On October 28, 2022, Defense Minister Sergei Shoigu informed President Vladimir Putin about the completion of mobilization measures. On November 4, 2022, Putin announced that 318 thousand people had been mobilized as part of a special military operation.
On March 13, it became known that a draft law on a phased increase in the draft age from 2024 was submitted to the State Duma. According to the draft, citizens aged from 19 to 30 years (in the period from January 1 to December 31, 2024), from 20 to 30 years (in the period from January 1 to December 31, 2025), from 21 to 30 years (in the period from January 1, 2026 year). It is assumed that the law will come into force on January 1, 2024.
On December 17, 2022, the military commissar of the Moscow Region, Alexey Astakhov, announced that there were no plans to increase the term of military service (1 year) in the Armed Forces of the Russian Federation.
For the first time, the Russian Defense Minister announced plans to change the age limits of conscription for military service on December 21, 2022 at a meeting of the department's board.
"When recruiting the Armed Forces, gradually increase the age of conscription of citizens from 18 to 21 years, and raise the limit to 30 years," the minister said at the time. According to him, it is also planned to "provide an opportunity, at the request of citizens, to enter military service under a contract from the first day of joining the service."
On January 17, the Ministry of Defense of the Russian Federation reported that Shoigu, as part of his work in the joint grouping of troops in the zone of special military operation in Ukraine, held a meeting dedicated to increasing the number of Armed Forces to 1.5 million soldiers.
