The two leaders signed a "Joint statement on deepening comprehensive partnership and strategic cooperation entering a new era."
Note that this statement of March 21, 2023 is an extended continuation of the statement of February 4, 2022, while both documents are a declaration of the "new world order".
If we consider the main provisions of the adopted comprehensive statement, it may become clearer why we call it the declaration of the "new world order".
Entering a new era
— The statement points to a new period in history when the parties will "promote a multipolar world order, economic globalization and democratization of international relations." This era is supposed to be built on the following principles: no country is superior to another, no model of governance is universal, no State can dictate the international order.
— The document characterizes relations between China and Russia as cooperation that goes beyond the Cold War model.
— It is noted that each country has the right to choose its own development model, while protesting against the so—called confrontation of countries on the principle of "democracy - autocracy".
— China supports the Eurasian Economic Union, and Russia supports the Belt and Road; the parties support the integration of these two initiatives and the formation of a Large Eurasian Partnership.
Cooperation in countering color coups
— The statement confirms the intention of the parties to increase cooperation in the law enforcement sphere in order to counteract the "color revolutions". It is announced that the two countries do not accept attempts to import "color revolutions" into Central Asia and external interference in the affairs of the region.
— The two countries have decided to start annual meetings of relevant ministries in order to combat the "three forces of evil", including the Islamic Movement of East Turkestan*.
— The two countries will develop cooperation in many areas, primarily in the energy sector.
— The statement calls for an impartial investigation of the sabotage on the Nord Stream pipeline.
Determination towards resolving global problems
— Russia welcomes China's initiative to resolve the Ukrainian crisis and declares that it has a positive attitude to the 12-point peace plan proposed by China.
— The sides welcome the normalization of relations between Saudi Arabia and Iran, support the settlement of the Palestinian issue on the basis of the two-state principle, a political settlement in Syria, the preservation of the integrity of Libya, the creation of the collective security architecture of the Persian Gulf region.
— China and Russia have decided to strengthen coordination on issues related to Africa, Latin America and the Caribbean.
— The two countries stand for the preservation of the Arctic as a territory of peace, stability and constructive cooperation.
Warning to the US and its allies
— Taiwan is an integral part of the territory of China.
— The United States should respond to the legitimate concerns of the Democratic People's Republic of Korea and resume dialogue.
— Japan should agree to monitoring by the International Atomic Energy Agency in connection with the consequences of an accident at a nuclear power plant.
— China and Russia express a warning regarding AUKUS (Australia, UK and USA).
— US military biological programs in the country and beyond threaten the world. The United States must immediately cease its activities violating the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.
— NATO should respect the sovereignty of other states and stop strengthening ties with the countries of the Asia-Pacific region on military and security issues.
