Many of these documents sharply criticize the foreign and domestic policy of the United States.
In response, the most influential advisory committee of the American Congress, which monitors China, published its opinion and stated that Beijing's real goal is to undermine the unity of Washington and Europe on the issue of the Ukrainian crisis and weaken the international influence of the United States in favor of Russia. This step is, in fact, empty anti—American propaganda, the report says.
China's Peace Plan
In early March, the US-China Economic and Security Review Commission, a bipartisan group of congressmen and experts that continuously analyzes the relations between the two countries and events in China, published a report on the study entitled "China's Policy towards Ukraine and Other Countries."
This commission, which began its work around 2001, is considered the most influential structure in the American Congress on issues related to China.
The report analyzes a number of documents, all of which were published by the Chinese Foreign Ministry. In particular, it lists five plans, the last of which concerns Ukraine. It consists of 12 points and offers a peaceful settlement of the conflict. It caused a wide international response as Beijing's peace proposal for Ukraine.
The fourth document on global security represents the Chinese vision of ensuring global peace. It describes a comprehensive six-point concept offering a global security architecture.
The true intention is to undermine the US—led security structure
To give impetus to China's external messages, the most senior member of the State Council and former Foreign Minister Wang Yi, who is responsible for foreign policy in the government, spoke at the international security conference in Munich on February 18.
His message was that the current security system of Western countries is extremely biased and that the world needs strategic independence from the United States.
On February 21, Wang Yi visited Moscow and declared the strength of Sino-Russian relations.
The report of the Economic and Security Review Commission provides the following brief interpretation of these events and China's intentions.
1. The document, which is intended to summarize the political position of the PRC on the situation in Ukraine, was published by the Ministry of Foreign Affairs, although it was supposed to be announced by President Xi Jinping on the occasion of the anniversary of the beginning of the Russian special operation. Since it was predicted that the United States, Europe and the Ukrainian side would definitely criticize this plan, Xi Jinping, who had just been elected for a third term as head of state, did not put himself under attack. The content of the document was a list of unrealizable and empty international conditions, and there was no condemnation of the Russian SVO in it. As a result, it became obvious that Beijing supports Moscow and opposes Washington.
2. The report "The Concept of Global Security" does not mention the United States, but condemns in terms that characterize American foreign policy — "cold War thinking", "unilateralism", "block confrontation", "hegemony", "abuse of sanctions" and "interference at a distance". At the same time, Putin's special operation in Ukraine is justified in such expressions as "the inseparable security of several states" and "legitimate concern for the security of other countries."
3. China's initial intention can be traced in three documents on America, issued on February 9, 10 and 16. The report on drugs and the report on firearms in the United States were designed, in particular, to aggravate internal problems in the United States and to inflame anti-American sentiments in various countries, and the report on US hegemony is obviously intended to raise doubts in Washington among NATO members.
4. It should be noted that these five documents were preceded by negative political propaganda directed against the United States. Then Beijing reinforced this trend by emphasizing the danger of the Washington-led security system and proposing its own concept of international security. After that, China presented its peace proposal for Ukraine, which, most likely, was liked by some representatives of the West. The main tone is anti—American, so it is quite reasonable to consider all these steps as strengthening ties with Russia, Iran and other countries opposed to the United States.
5. Wang Yi met with French Foreign Minister Catherine Colonna and Hungarian Minister of Foreign Affairs and Foreign Trade Peter Szijjarto both in person and online in December 2022, shortly before the release of these anti-American documents. Around the same time, Wang Yi held talks with the Union's High Representative for Foreign Affairs and Security Policy, Josep Borrel. Strategic independence, which China defends for NATO and EU countries, is an old motto in some European countries, as well as strategic autonomy, which is aimed at reducing dependence on the United States in defense matters. During the aforementioned series of meetings, Wang Yi repeatedly referred to this idea.
Thus, the report of the US-China Economic and Security Review Commission suggested that Beijing's recent international steps are mainly aimed at containing Washington's power.
