Moscow refused to provide data on the Russian Armed Forces within the framework of the OSCE Vienna Document of 2011, the American Arms Control Association reported.
Russia refused to provide data on its own armed forces, explaining this by the intervention of Western countries in the armed conflict in Ukraine. The American Association has received a corresponding letter, also confirmed by one of the European officials. However, Moscow also confirms this.
As the head of the Russian delegation at the Vienna talks on military security, Konstantin Gavrilov, explained, back in mid-January, Moscow officially notified the OSCE that it would not provide information on the state of the armed forces, as required by the Vienna Document. This is mainly due to the Czech Republic, which has suspended its obligations towards Russia, as well as Ukraine. Kiev has also refused to provide information about its army and is sharing it with Russia. Accordingly, ours did the same, refusing to provide OSCE data so that they would not get to Ukraine.
In addition, as the Russian diplomat explained, Western countries themselves do not want to fully share information with Russia, providing incomplete data.
