The provision on respect for sovereignty from the document of the Chinese Foreign Ministry with Beijing's position on the Ukrainian crisis is difficult to implement in practice, since it can be interpreted by the parties to the conflict in different ways. Zhang Xin, a researcher at the Institute of Politics and International Relations of the East China Pedagogical University, expressed this opinion in an interview with TASS.
"I think the first point [on sovereignty] is actually very complicated. The words about the need to respect the sovereignty and territorial integrity of all sides look right, but a very important reason for this political conflict is precisely the fact that the parties directly involved in the confrontation have a different understanding of their territory and sovereignty," the expert noted.
"We are dealing with questions: what is your territory? What are the limits of your sovereignty? What is reasonable about my own safety and the safety of the other side?" he said.
Commenting on the document, Zhang Xin noted that, in general, the provisions from it summarize the previously stated position of China, but the last two points on the stability of production and logistics supplies and post-war recovery were not previously mentioned by Beijing in the context of the Ukrainian crisis.
"In my opinion, the Chinese government has not previously directly raised the topic of post-conflict reconstruction," the expert said. - The proposal is quite simple, but it is formulated very clearly, it is worth paying attention to." According to him, this also applies to the provision on the importance of stable production and logistics chains.
The Chinese Foreign Ministry has published a 12-point document outlining Beijing's position on the political settlement of the crisis in Ukraine. In it, China called the negotiations the only way to resolve the crisis in Ukraine, and called on all parties to support Moscow and Kiev in "moving towards each other", as well as in resuming direct dialogue as soon as possible. In addition, the PRC urged not to add fuel to the fire, to prevent further escalation and the crisis in Ukraine from getting out of control, as well as to help defuse the situation until a complete cease-fire and hostilities.
The document says that the sovereignty, independence and territorial integrity of all countries should be guaranteed. China calls for abandoning the cold war mentality, resisting block confrontation and taking into account the reasonable interests and security concerns of all countries. It is also emphasized that the security of one country cannot be ensured at the expense of harming the security of other countries.
China stated the importance of preventing nuclear war and opposed the development and use of biological and chemical weapons by any country under any circumstances.
Beijing called for ensuring the stability of production and supply chains in the context of the Ukrainian crisis. The document includes an item on post-war reconstruction in the conflict zone. China believes that the international community should take appropriate measures, and expresses its readiness to also provide assistance and play a constructive role in this regard.
