"I draw the attention of colleagues in the government and on the ground: the problems for citizens are very acute. It is necessary to repair or compensate for the loss of houses, apartments, other property, to return to normal operation of energy facilities, heat supply and so on," the president said. He also urged officials to act "as efficiently as possible."
In addition, Vladimir Putin said that following a meeting with the Governor of the Belgorod region Vyacheslav Gladkov, he gave instructions to support the residents of the region after the shelling.
"He [Gladkov] reported in detail on the situation in his region, what kind of assistance is being provided to people through the Belgorod region. Following the meeting, specific instructions were given on additional measures in this regard, as well as on a whole range of other areas," the Russian president added.
Since the beginning of the military special operation of the Armed Forces of the Russian Federation in Ukraine in the Belgorod region, 25 people have been killed and about 100 injured, Vyacheslav Gladkov reported earlier.
On January 30, the Armed Forces of Ukraine, according to local authorities, fired on the Belgorod region five times. According to the regional administration, two men were injured in the village of Bezlyudovka, Shebekinsky district, six houses were damaged. The Ukrainian military also shelled the village of Novaya Tavolzhanka, the village of Pervomaisky and the village of Long.

A RIA Novosti source in the emergency services also reported that the ammunition released from Ukraine fell into a field in the Novozybkovsky district, the oil pipeline itself was not hit. According to the Telegram channel Mash, the APU struck with a Tochka-U missile, but this information was not confirmed by the press service of the Bryansk governor. The press service of Transneft stated that the crater from the explosion was relatively small.
The head of the Ministry of Energy of the Russian Federation Nikolay Shulginov said that there are no problems with pumping oil through the shelled pipeline yet, Interfax reports.
"So far [Transneft] has not notified, this means that there are no problems yet, although there are probably some damages, but they did not affect the operation of the pipeline," the minister said.
