The dates for the start of the fees will be determined later, while the exact date is unknown. Izvestia sorted out who is usually called up for military training, how they are held, how they are paid and how the fees differ from mobilization.

When are military training camps in Russia

Military training camps for soldiers and reserve officers are held annually. Usually they are announced at the end of winter or the beginning of spring, a special decree is issued for this. So, in 2022, the decree on fees was signed on February 19, and in 2021 — on April 26. Reservists are called up for training in the Armed Forces of the Russian Federation, the troops of the National Guard of the Russian Federation, state security bodies and bodies of the Federal Security Service.

Who is called up for military training, age

All reservists are divided into categories depending on age and military rank. Each category has three categories, on which, among other things, the period of being in stock depends. If a citizen has a special military rank, the age of conscription may increase. According to the general rules, enlisted men and sergeants up to 35 years old, junior officers up to 50 years old, and senior officers up to 55 years old are called up to participate in military training. In addition to reserve servicemen, there are also reserve servicemen in the Russian armed forces.

Who is listed in the reserve, age, rank

All military personnel after completion of service are enrolled in the reserve in different categories:

— enlisted personnel: soldiers, sailors, sergeants, petty officers, ensigns and midshipmen. The maximum period of stay in the reserve is up to 50 years;

— junior officers: junior lieutenants, lieutenants, senior lieutenants and captains. They are listed in the reserve for up to 60 years;

— senior officers: majors, captains of the 3rd-1st rank, lieutenant colonels and colonels. They remain in reserve up to 65 years;

— senior officers: Major General, Lieutenant General, Colonel General, Army General, as well as Rear Admiral and Admiral. They are in reserve for up to 70 years.

Those who are enrolled in the reserve are also credited:

— graduated from the military training centers of federal universities;

— graduated from a military university or college;

— passed alternative civil service;

— released from conscription or received a postponement of up to 27 years;

— did not pass military service on conscription, without having legal grounds for that.

How do reservists differ from reservists?

On the state portal "We explain.the Russian Federation" told what is the difference between reserve servicemen and reservists. Reservists are those who are in reserve, but have signed a contract with the Ministry of Defense to stay in the mobilization human reserve. They can work at any job, but they regularly undergo military training and receive monthly payments.

How long do military training camps last in Russia

The rules and organization of military training are regulated by Article 54 of the Federal Law "On Military Duty and Military Service". According to the law, the duration of the military training camp cannot exceed two months, and in total, from the moment of discharge into the reserve, a serviceman can spend no more than 1 year at the training camp. You can call a reservist for military training no more than once every three years.

The exact duration of military training, the place and time of their conduct is determined annually by the Ministry of Defense or another federal executive authority.

Can they send you to war from military training camps?

No. According to the same Article 54 of the Federal Law "On Military Duty and Military Service", military training camps are held only to check the combat training of reservists or to learn how to work with new military equipment. Conducting military training for other purposes is not allowed. Therefore, participants of military training camps cannot be sent to a combat zone.

What is the difference between military training and mobilization and conscription

Conscription for military training and service are two completely different things. If men aged 18-27 are called up for military service in the army, then only citizens who are already in reserve are invited to military training. It should be noted that the age of conscription is planned to be raised from 18 to 21 years, and the age limit is from 27 to 30 years.

As part of the mobilization, as well as for military training, men from the reserve are called up. However, the fees, unlike mobilization, are a planned annual event. The term of fees may not exceed two months, whereas the terms of mobilization are set by the Supreme Commander-in-Chief.

Summons for military training – 2023

The summons for military training comes at least 10 days before the start of the training camp. The start date of the fees in 2023 has not yet been determined.

As in the case of urgent service, the summons is handed personally into the hands of the conscript and signed. The beginning of military training is considered to be the day of dispatch from the military enlistment office to the place of events, and the end is the day of dispatch from the place of military training or the day of return to the military enlistment office. Ignoring the summons is equated to an administrative offense and is punished with a fine from 500 to 3000 rubles. But the decision to call for training camps can be appealed in court.

Who is exempt from military fees

They are exempt from conscription for military training:

— women;

— citizens with three or more minor children;

— those who have passed alternative service;

— retired to the reserve less than two years ago;

— citizens booked for state authorities and local self-government bodies for the period of mobilization and during wartime;

— employees of the Department of Internal Affairs and National Guard troops, firefighters, customs officers and employees of the Federal Penitentiary Service;

— civilian personnel of the Armed Forces of the Russian Federation, as well as active pilots, railway workers, sailors, as well as teachers and those who are engaged in sowing.

How are military fees paid

During the passage of military training, reservists are released from work or study with the preservation of their place and receive average earnings or a scholarship at the place of permanent work or study.
