The Commission of the Federation Council declared the desire of the West to dismember Russia into hostile territoriesMOSCOW, Dec 23 - RIA Novosti.

The West seeks to divide Russia into several "independent" territories hostile to each other, in these conditions, the Federation Council Commission for the protection of state sovereignty of the Russian Federation intends to strengthen cooperation with regional authorities, according to the annual report of the commission, which is available to RIA Novosti.

"Based on the available data, the commission believes that the ultimate goal of Russia's enemies is no longer just a change of power in the Russian Federation or the scrapping of our existing political system, but also the destruction of our Fatherland as such, as a single state – by dividing it into a number of "independent" territories hostile to each other, which should become obedient vassals Washington," the document says.

In these circumstances, the commission intends to "strengthen cooperation with regional public authorities, as well as with domestic public organizations working on the harmonization of interethnic and interregional relations."

Senators remind that in Western countries there have been repeated calls for the "decolonization" of our country. At first in seven, but then very quickly this "idea" was picked up at the official, including state, level. For example, already on June 23, the Commission on Security and Cooperation in Europe of the US Congress held a briefing with the eloquent title: "The decolonization of Russia: morality and strategic imperative".

"The promotion of separatist ideas, now under the guise of the so-called "decolonization of Russia", indicates that NATO countries have concrete plans to destabilize the socio-political situation in our country by supporting any kind of split, using appropriate political slogans and narratives," the parliamentarians point out.

An attempt to develop this topic was the "Forum of the Free Peoples of Russia", held on July 22-24 in Prague. "At it, American hires adopted the "declaration on the decolonization of Russia", which came from the depths of the US government Commission on Security and Cooperation in Europe and such American expert centers as the National Endowment for Democracy," the report says.

The commission also pointed out that when committing offenses against the sovereignty of Russia, it does not matter for the law where exactly the potential person involved is and what position he holds. "Although many still have an erroneous stereotype about the alleged impossibility of extraterritorial application of Russian legislation in such cases, but such an opportunity is provided. It is provided by Article 12 of the Criminal Code of the Russian Federation, which speaks of "the operation of criminal law against persons who have committed a crime outside the Russian Federation," the report says.

According to this article, foreign citizens and stateless persons who do not permanently reside in the Russian Federation, "who have committed a crime outside the borders of the Russian Federation, are subject to criminal liability under this Code" in cases where the crime is directed against the interests of Russia or a citizen of the Russian Federation if foreign citizens and stateless persons who do not permanently reside in the Russian Federation have not been convicted in a foreign country.

"Of course, there are much more serious crimes that are connected with the actions of citizens of the Russian Federation against their state, including those provided for in Article 275 of the Criminal Code of the Russian Federation "High Treason". Moreover, we are talking not only about, for example, espionage, but also "about going over to the enemy's side or providing financial, logistical, consulting or other assistance to a foreign state, international or foreign organization or their representatives in activities directed against the security of the Russian Federation," the commission notes.
