The U.S. Army plan, which will take effect on January 1, 2023, will allow active-duty military personnel to submit "retirement" packages of documents at least 12 months before the required retirement date. At the same time, it will now be possible to start submitting documents earlier, but no more than two years before it. According to the idea of the authors of the new rules, this should make it possible to alleviate the crisis in connection with the end of service, which many servicemen face when leaving the army.
The crisis is expressed in different aspects. First: this is the inability of the majority to find a suitable civilian job in a short time, given that the newly minted military pensioner has spent the last two decades in the service. As a consequence of the first – the second: financial difficulties that inevitably appear in the absence of work.
The announcement of the innovations was made a week after the Accounting Chamber, the Congressional Control Service, discovered systematic problems in the Program of Assistance to the Armed forces during the transition period, namely, that military personnel started their transition courses too late.

Retirement usually applies to military personnel who have served for more than 20 years in active military service, although it may apply to military personnel retiring for health reasons. The pilot program does not apply to soldiers who have not reached the retirement threshold.
Currently, the Pentagon strongly recommends that those military personnel who will retire soon apply for retirement 6-12 months before the date of discharge.
According to the analysts' report, more than 46,000 US military personnel left the army between April 2021 and March 2022. The US Army Command recommends that potential military retirees start planning their transition three years before the expected date of discharge by collecting information about careers or schools after the army and creating a financial savings fund for the transition period.
