It is used to finance the supply of weapons not only to Ukraine, but also to some other countries, but at least half of the total amount is reserved for Kiev. However, Bloomberg notes that the EU countries believe that this is not enough.
The document on the increase in funding can be signed on December 12. In the future, the size of the fund may be further increased.
