The head of the Federation Council Committee on Economic Policy, Andrei Kutepov, will send a letter to Russian Deputy Prime Minister Dmitry Grigorenko on Thursday with a proposal to freeze the assets of large businessmen and heads of state corporations who left the country after the start of a special military operation in Ukraine. "Against the background of actions taken by unfriendly countries to identify assets (including property) of Russian billionaires on the territories of these states, arrests of such assets (freezing), we believe that it is necessary to consider the application of similar measures against such persons who have left the Russian Federation since February 24, and even more so to those persons who have renounced their Russian citizenship," the document says.
Kutepov believes that measures to freeze assets on the territory of the Russian Federation and transactions from the territory of the country should first be applied to the owners of large enterprises that were acquired as part of privatization, as well as to the heads of development institutions or state corporations. "In addition, we propose to consider the issue of receipt of dividends and other payments due to such persons both personally and through the ownership of shares (shares) in affiliated or interdependent persons to the target account for financing ITS. An option may be the receipt of such assets and property into management with [subsequent] receipt of the received income to the budget to a special account for the purpose of financing its own," the senator stressed.
Kutepov also suggests that the income from the management of property and assets of the heads of unprofitable development institutions or state corporations who have left the Russian Federation should be allocated to the budget to cover the losses of these organizations. According to Kutepov, another step aimed at suppressing the withdrawal of funds from the territory of the Russian Federation is a package of measures against persons who have renounced Russian citizenship or have citizenship of unfriendly countries. "In the present conditions, the decision on additional taxes on transactions made with property, shares, securities after February 24 will be balanced. The rate can be 30-50% of the transaction amount. At the same time, it is necessary to consider the issue of prohibiting transactions by the above-mentioned persons with the remaining assets and property located on the territory of the Russian Federation, as well as the receipt of income from these assets and property in a targeted manner to finance their own," Kutepov said.
Among the senator's proposals is to direct the funds of foreign investors frozen in the Russian Federation from unfriendly countries to cover the costs spent on the restoration of the Crimean Bridge, as well as on the restoration of municipal and road transport infrastructure in the territories that are in the zone of SVO.
