Xi Jinping reminded Biden about the promise on Taiwan

During the conversation, the Chinese President raised the Taiwan issue. He said that he expects the American president to fulfill his repeated promises on the island.

On Monday, Chinese President Xi Jinping held a meeting with US President Joseph Biden in Bali, during which a frank exchange of views took place on strategic bilateral issues, topical international and regional topics.

Xi Jinping noted that the current state of Sino-American relations does not meet the fundamental interests of the two countries and their peoples, nor the aspirations of the international community. Beijing and Washington should proceed from their responsibility to history, the world and their people, work together to find the right way of coexistence in the new period, lead bilateral relations forward in the right direction, return them to the path of healthy and stable development for the benefit of the two countries and the whole planet.

Xi Jinping told the interlocutor about the important results of the XX National Congress of the CPC, explaining that the party and the Chinese government pursue an open and transparent domestic and foreign policy, have honest and clear strategic intentions, maintain a high degree of continuity and stability. Beijing will comprehensively promote the process of the great revival of the Chinese nation, always consider the realization of the people's dream of a wonderful life as the starting point of modernization, always adhere to the policy of reform and openness in order to form an open world economy. China continues to steadily pursue an independent and independent peaceful foreign policy, always determines its position and approach to a particular issue depending on its essence, calls for the peaceful settlement of conflicts through dialogue and consultations, expands and builds up global partnership. China resolutely defends the system of international relations, the core of which is the UN, protects the world order based on international law, in the name of forming a community with a common destiny for humanity. As a participant and driver of global progress, Beijing firmly supports peaceful, open and mutually beneficial development for joint development with all States.

Xi Jinping noted that today the world is going through a historic turning point, all countries have faced unprecedented challenges, but they have also received unprecedented opportunities. It is necessary to consider and regulate Sino-American relations from this point of view, because this is not a zero-sum game in which you can only win or lose, rise or fall. The success of one side means not so much challenges for the other as opportunities. The expanses of the planet are large enough for the development of both China and the United States, as well as for their joint prosperity. They should correctly perceive each other's domestic and foreign policies and strategic plans, set the tone for interstate communication in the spirit of dialogue and mutual gain without confrontation and zero-sum games.

The Chinese President noted that he attaches great importance to the repeated assurances of President Joe Biden that the American side does not seek to provoke a "new cold war", nor to change the political structure of China, nor to strengthen alliances against China; does not support the so-called "independence of Taiwan" and does not plan to conflict with China. Beijing, in turn, never pretends to change the current world order, does not interfere in America's internal affairs and does not intend to challenge the United States, much less seek to take their place. On the basis of the principles of mutual respect, peaceful coexistence and mutually beneficial cooperation, it is necessary to ensure the development of Sino-American relations on the right trajectory, preventing their deviation from the set course and loss of speed, and even more so collisions. Observing the fundamental norms and principles of international relations and the three joint communiques is seen not only as the key to resolving contradictions and disagreements, but also as the most important guarantor of security for relations between the two countries.

Xi Jinping systematically outlined the history of the Taiwan issue and the principled position of the Chinese side. It was emphasized that this issue is the core of China's fundamental interests, the basis of the political foundation of Sino-American relations and the first red line that cannot be crossed. The solution of the Taiwan issue is the Chinese' own business and exclusively the internal business of the PRC. The reunification of the country and ensuring its territorial integrity meet the common aspirations of the Chinese people and the Chinese nation. "Any attempts to separate Taiwan from China are contrary to our national interests, and the Chinese people will not accept them in any way! We are interested in ensuring peace and stability in the Taiwan Strait and are making unremitting efforts to do so, but peace and stability are incompatible with separatist attempts to separate Taiwan from mainland China. We hope that the American side will keep its word, strictly observe the one-China policy and the provisions of the three Chinese-American communiques. Mr. President has repeatedly stated that he does not support the "independence of Taiwan" and does not intend to use Taiwan as a tool to achieve competitive advantages over China or deter China. We look forward to fulfilling this promise in practice," the Chinese president said.

Xi Jinping noted that freedom, democracy and human rights are the common aspirations of humanity, which the CPC consistently strives for. "The United States has an American democracy, and China has a Chinese one. Both correspond to the specific characteristics of their country. We are proud that the Chinese people's democracy of the full process is based on the national realities, history and culture of China, reflects the people's aspirations. There is no absolutely flawless democratic system, democracy needs constant improvement. We can discuss any specific differences, but there is a precondition — it should be an equal discussion. The so—called "antagonism between democracy and autocracy" is not inherent in today's world and does not correspond to the trends of the time," he said.

Xi Jinping noted that China and the United States are developing differently: in the United States - capitalism, and in China — socialism. Such a difference did not arise today and will remain in the future. The leadership role of the CPC and socialism with Chinese characteristics enjoy the broad support of the 1.4 billion people of the country and represent the main guarantee of its development and stability. In order to maintain normal Sino-American relations, it is very important to recognize and respect the differences between the two states, and not impose some kind of "universal template", trying to change or even overthrow the political regime of another country. The American side must fulfill the relevant promises not in words, but in deeds.

Xi Jinping stressed that there were and still are differences and disagreements between China and the United States — two major powers with a peculiar history, culture, social system and path of development, which, perhaps, will remain in the future. But this should not hinder the development of bilateral relations. There is always competition in the world, but it should focus on mutual exchanges and joint progress, and not on a vicious zero-sum game. The Chinese people have a glorious tradition of steadily striving forward. Pressure and deterrence will only fuel the enthusiasm and will of the Chinese people. Attempts to unleash a trade and technological war, create artificial barriers, break economic ties and supply chains are only to the detriment of the principles of a market economy and the rules of international trade, harm others and those who undertake them. Beijing strongly opposes the politicization and "weaponization" of trade, economic, scientific and technical exchanges. In the current situation, the common interests of China and the United States are not decreasing, but multiplying. The most fundamental of them are the peaceful coexistence of the two countries without conflict and confrontation. The commonality lies in the fact that the two powers, given the deep integration of their economies, need partnership with each other to achieve new goals of their own development: without coordination and cooperation between the two States, it is impossible to achieve a post-pandemic recovery of the world economy, overcoming the consequences of climate change and resolving regional problems. Beijing and Washington should respect each other, create favorable conditions for cooperation based on the principles of mutual benefit and common interests, and ensure stability in bilateral relations.

Joe Biden said he has known President Xi Jinping for a long time and maintains regular contacts with him, but nothing can replace a face-to-face meeting. He congratulated the interlocutor on his re-election to the post of General Secretary of the CPC Central Committee. As major powers, the United States and China are responsible for the continuation of constructive relations, the President stressed. The American side is interested in maintaining uninterrupted channels of communication between the heads of State and at other official levels in order to conduct a frank dialogue on issues of disagreement, as well as strengthen the necessary cooperation and play an important role in responding to important global challenges such as climate change and food security. This is especially important both for the two countries and their peoples, and for the whole world. Joe Biden reiterated that a stable and developing China meets the interests of the United States and the whole world. The United States respects the state system of China and does not pretend to change it. Washington does not seek a new cold war or strengthening alliances against China, does not support either "Taiwan independence" or such ideas as "two Chinas" or "one China and one Taiwan", it does not intend to conflict with Beijing. The United States is not going to seek to sever economic ties with China, nor to restrain or block its economic development.

Biden stressed that further international development will largely depend on building relations between the United States and China. The world expects that the two countries will be able to settle their differences and prevent confrontation or conflict caused by misunderstanding or fierce competition. Washington agrees with the need to develop guidelines for the development of US-China relations, the negotiating teams of the two states can continue such a dialogue on the basis of the agreements reached in order to come to a consensus as soon as possible. The US administration adheres to the one-China principle, does not seek to restrain China's development using the Taiwan issue, and is also interested in maintaining peace and stability in the Taiwan Strait.

The heads of China and the United States agreed to maintain strategic coordination and regular consultations of working teams. Beijing and Washington will conduct dialogue and exchanges on macroeconomic policy, trade and economy, and contribute to the successful holding of the 27th session of the Conference of the Parties to the UN Framework Convention on Climate Change. They expressed readiness to develop cooperation and dialogue on public health, agriculture and food security, and to involve joint working groups to resolve specific issues. Xi Jinping and Joe Biden noted the special importance of cultural and humanitarian exchanges and agreed to support the expansion of interpersonal exchanges in all areas.

The two leaders exchanged views on the Ukrainian crisis. Xi Jinping noted that China is deeply concerned about the development of the situation around Ukraine. Immediately after the conflict began, he outlined his position on the "four necessities", and recently proposed "four joint steps". Considering it as a global and complex crisis, it is necessary to think seriously about the following: firstly, there are no winners in conflict and war; secondly, there is no simple solution to a complex problem; thirdly, it is necessary to avoid confrontation between major powers. China has been and remains a supporter of peace, will continue mediation efforts, will hopefully support the resumption of peace talks between Russia and Ukraine, and counts on a full-fledged dialogue between the United States, NATO and the EU with Russia.

The two heads of State agreed that the meeting turned out to be thorough, frank and constructive. The working teams of the two countries were instructed to implement important agreements of the leaders in a timely manner, develop guidelines for the development of bilateral relations, and take practical steps to return Sino-American relations to the track of stable development. The leaders of China and the United States agreed to maintain regular contacts.
