/tass/. Deputy Speaker of the Federation Council Konstantin Kosachev said that Ukraine's refusal to negotiate with Russia is enshrined in Ukrainian legislation. The senator wrote about this in his Telegram channel, commenting on the words of the head of the press service of the State Department, Ned Price, that the United States is waiting for signals from Russia about readiness for serious negotiations on Ukraine.
According to Price, Russia has a responsibility "to demonstrate not only in words, but also in deeds that it is ready for negotiations."
"The extreme arrogance in distorting the facts. Ukraine's refusal to negotiate with Russia is enshrined in Ukrainian legislation. It is confirmed by the relevant decree of [President of Ukraine Vladimir] Zelensky. And these are deeds, not words," Kosachev said.
On November 4, President of Ukraine Vladimir Zelensky signed a decree on the non-recognition of acts according to which Russia recognized the independence of Crimea, the DPR, the LPR, the Zaporozhye and Kherson regions, and also put into effect the decision of the National Security and Defense Council (NSDC) on the impossibility of negotiations with Russian President Vladimir Putin.
Earlier, Russian Foreign Minister Sergey Lavrov said that the Russian leadership is still ready to hold talks on Ukraine. He noted that Russia is ready to listen to colleagues from the West if they offer to organize a conversation on defusing tensions taking into account Moscow's interests.
On February 24, Russian President Vladimir Putin announced a special military operation in Ukraine in response to a request from the leaders of the Donbass republics for help. After that, the West imposed large-scale sanctions against Russia and increased arms supplies to Kiev by tens of billions of dollars.
