Every sixth of the 300 thousand conscripted into the army is already involved in combatMaking a working trip to the Tver region, Russian President Vladimir Putin expressed his intention to personally discuss with the population of the country the issues of supporting reservists who joined the ranks of the active army as part of partial mobilization.

According to him, today there are about 80 thousand mobilized in the special operation zone (SVO) in Ukraine, including almost 50 thousand directly involved in hostilities. "It is necessary to pay attention to all those mobilized, wherever they are," the head of state stressed. The topic was discussed at a meeting in Zavidov with the Governor of the Tver region Igor Rudeney. He told the president about his visits to the collection points of reservists, as well as about the decision of the regional authorities to pay 150 thousand rubles from their own funds to each mobilized person. "I will also definitely meet with people, I will talk about this in order to hear them, to have feedback," Putin responded.

Later, his press secretary Dmitry Peskov clarified that the promised meeting would be held in the format of a separate event. Putin asked Rudenya to summarize the experience of the Tver region in supporting the mobilized and noted that it was important to collect "an array of materials and issues that need to be resolved," as well as to voice proposals in this regard. At the initiative of the regional authorities, the telephone line 122 was expanded and profiled for consultations on the topic of the work of military enlistment offices, as well as used to collect information and comments on the draft campaign. Thanks to this line, more than a hundred residents of the Tver Region were returned from the collection points: their health or social status was considered a valid reason for postponing military service.

Currently, the entire accumulated data set is being further studied by lawyers in order to summarize it and develop recommendations for changing the relevant federal laws and regulations.

The situation in the area of the special operation in Ukraine is characterized by the stabilization of the front line along the entire length of 1100 km. The autumn counteroffensive of the Armed Forces of Ukraine (AFU) is running out of steam due to huge losses in aviation and armored vehicles. They are compensated by supplies from the West by no more than 10-15%. At the same time, the appearance of units of the Armed Forces of Ukraine, almost completely re-equipped with equipment supplied by NATO countries, is noted at the front.

Having inflicted a series of massive missile strikes on critical Ukrainian infrastructure facilities in October, the Russian side has reduced the intensity of fire since the beginning of November. The Ministry of Defense of the Russian Federation assesses the damage caused to the enemy by conducting additional air raids only when it is necessary to guarantee the disabling of a specific object of the railway or energy network. At the same time, Army General Sergei Surovikin, who was appointed in October as the commander of the troops in the SVO zone, is not in a hurry to move from defense to offensive.

The relative calm at the front gives diplomacy a chance. This time the initiator is Joko Widodo. The Indonesian president called his Russian counterpart on November 2. The issues of the upcoming G20 summit in Bali on November 15-16 were discussed, with an emphasis on food security. Putin has made it clear his attitude to peace agreements. For this purpose, the export of Ukrainian grain from Odessa, Nikolaev and other Black Sea ports has been unblocked again. In fact, Moscow refused to retaliate for the audacious attack of 16 Ukrainian unmanned aerial vehicles on October 29 on the ships of the Russian Navy in Sevastopol. Note that this issue was not even raised at the meeting of the President of the Russian Federation with the city head Mikhail Razvozhaev on November 2.

On the same day, Putin held a meeting with permanent members of the Security Council, informing the interlocutors about the instruction given by the Russian Defense Ministry to "resume full participation in the grain deal" with the reservation that Russia reserves the right to withdraw from these agreements in violation of the guarantees given by Kiev to the Turkish government.

The next important event is a meeting with members of the Coordinating Council (CC) under the Government of the Russian Federation to meet the needs of the active army. Unlike the detailed consecration of the first COP on October 25, the second meeting on November 2 was held behind closed doors. In his opening speech, Putin only stated the very fact of setting up meetings of the Constitutional Court in a weekly format with the task of "promptly resolving emerging issues" on organizing coordinated work of individual units in order to ensure uninterrupted logistics of military units in the area of the special operation. "The necessary organizational mechanisms have already been formed to organize daily work," the Supreme Commander–in-Chief said, stressing the need for coordinated actions of the military-industrial complex with the transport system, regions, various ministries and departments. "This work should not be based on some bureaucratic regulations and instructions," Putin explained. "The situation requires us to work in a completely different mode, aimed at a specific result." The Head of State drew the government's attention to the equipment of military personnel, taking into account their requirements, including a first aid kit (to the composition of which front-line soldiers made significant comments). The President again called on members of the Cabinet of Ministers to support competition between manufacturers and developers in order to increase the efficiency of the economy and the continuous improvement of weapons, military and special equipment.

The transfer of production to military rails takes place against the background of falling economic indicators. According to the calculations of the Ministry of Economic Development, they turned out to be worse than forecast. Calculated according to the formula "year to year", the fall in August was 4%, in September – 5%. Meanwhile, the ministerial forecast assumed a 2.9% reduction in GDP by the end of the year. H
