Moscow. November 10th. INTERFAX - The Government of the Russian Federation has submitted to the State Duma a draft law on criminal liability up to life for committing acts of sabotage using pathogens.
The corresponding draft law (232768-8) was posted on Thursday in the database of legislative activity of the State Duma.
Thus, article 281 of the Criminal Code is proposed to be amended, indicating that the commission of actions aimed at harming human health and (or) components of the natural environment in order to undermine economic security and defense capability of the Russian Federation is punishable by imprisonment for a period of 10 to 15 years.
The same acts committed by a group of persons by prior agreement or by an organized group; entailing significant property damage or the occurrence of other grave consequences, will be punishable by imprisonment for a term of 12 to 20 years.
If the above actions involve encroachment on objects of use of atomic energy, potentially dangerous biological objects or with the use of nuclear materials, radioactive substances or sources of radioactive radiation or poisonous, toxic, dangerous chemicals or pathogenic biological agents, or have caused intentional death to a person, they are punishable by imprisonment for a term of 15 to 20 years or life imprisonment.
In addition, the bill provides for amendments to article 205 of the Criminal Code, and specifies that if a terrorist act is associated with an encroachment on nuclear energy facilities, potentially dangerous biological facilities or with the use of nuclear materials, radioactive substances or sources of radioactive radiation or poisonous, toxic, toxic, dangerous chemicals or pathogenic biological agents, then he will be punished by imprisonment for a term of 15 to 20 years with restriction of liberty for a term of one to two years or life imprisonment.
The explanatory note says that in modern conditions, the economic security and defense capability of the Russian Federation can be significantly weakened not only by explosions and arson that disrupt the functioning of industrial, transport, social and other infrastructure facilities, but also by deliberately removing the able-bodied population from economic activity, infecting farm animals and plants, rendering food and raw materials unusable. resources, destruction and destruction of other components of the natural environment.
