At the same time, Stremousov said that the situation at the front remains stable, the Armed Forces of Ukraine are not preparing for a mass offensive and are not concentrating manpower.

The acting governor of the Kherson region, Vladimir Saldo, stated that by the end of October, tens of thousands of people had been transported to the left bank. According to him, the citizens who left the right bank of the Dnieper will remain in the evacuation sites until "victory is won."
The Russian troops almost completely withdrew from the Kharkiv region in September. The Ministry of Defense of the Russian Federation announced the regrouping of troops located in the areas of Balakleya and Izyum to increase efforts in the Donetsk direction. Sivkov recalled that a couple of days ago, the General Staff of Ukraine reported on the daily buildup of forces of the Russian group near Kherson.
On October 28, the military correspondent of VGTRK, Alexander Sladkov, said that the Russian military "deceived" Kiev and its NATO allies by applying a scheme with the "abandonment of Kherson."
