INTERFAX-AVN - The Ministry of Defense of Russia reported that the call from the reserve has been completed as part of partial mobilization, the delivery of summonses is stopped."On behalf of the Minister of Defense of the Russian Federation, Army General Sergei Shoigu, the General Staff of the Armed Forces of the Russian Federation sent instructions to the commander of the military districts and the commander of the Northern Fleet to report on the completion of partial mobilization measures by November 1," the Russian Defense Ministry said in a statement on Monday.
"In accordance with these instructions, all activities related to conscription by military commissariats together with the executive authorities of the subjects of the Russian Federation of citizens who are in reserve have been discontinued," the military department informed.
"The preparation and delivery of subpoenas are stopped," the message emphasizes.
"Sites and alert headquarters, collection points of citizens of military commissariats, as well as buildings and structures allocated by decisions of the executive authorities of the constituent entities of the Russian Federation that were used for partial mobilization activities, are subject to release for operation or use for their former purpose," the military department reported.
"All personnel of the military commissariats involved in ensuring partial mobilization are ordered to return from October 31 to perform their duties as normal," the report says.
"In the future, the work of military commissariats to recruit the Armed Forces of the Russian Federation will be organized only by accepting volunteers and candidates for military service under a contract," the Russian Defense Ministry said.
As reported, partial mobilization has been carried out in Russia since September 21.
On October 28, Russian Defense Minister Sergei Shoigu informed Russian President Vladimir Putin about the completion of sending citizens called up for military service as part of partial mobilization.
"The dispatch of citizens called up for mobilization was completed today, the notification of citizens has been discontinued, no additional tasks are planned. The task you set - 300,000 people - has been completed. No additional tasks are planned," Shoigu said.
According to the head of the Ministry of Defense, about 82 thousand mobilized reservists have been sent to the zone of a special military operation in Ukraine, another 218 thousand are being trained in training centers and training grounds.
On November 1, the autumn conscription begins in Russia.
120 thousand recruits will be sent for military service (1 year) during the autumn draft.
Usually, the autumn draft campaign starts on October 1, but this year its start was postponed to November 1 due to partial mobilization.
The Russian General Staff said that conscripts of the autumn draft will not be sent to the territory of the Donetsk, Lugansk People's Republics, Zaporozhye and Kherson regions. According to the military, conscripts will not be involved in the military operation in Ukraine.
"Citizens called up for military service will not be sent to military units on the territory of Donetsk and Luhansk People's Republics, Zaporozhye and Kherson regions, and will not be involved in a special military operation in Ukraine," said Yevgeny Burdinsky, head of the main organizational and mobilization Directorate of the General Staff of the Russian Federation.
"The autumn draft will not take place only in 24 municipalities of five subjects of the Russian Federation. These are the Republic of Sakha (Yakutia), the Trans-Baikal, Kamchatka and Khabarovsk Territories, as well as the Chukotka Autonomous Okrug, where the draft is held only in spring.
