The President noted that, based on the experience of conducting the SVO, it is necessary to make adjustments to the construction of all components of the Armed Forces of the Russian Federation, and asked to submit specific proposals to him in December. Experts are sure that in the army it is necessary to create a peacetime reserve of soldiers and officers who will constantly improve their skills and, if necessary, immediately join the ranks. Also on this day, Russian troops repulsed enemy attacks in all strategic directions.
Mobilization is complete
Partial mobilization has been completed in Russia, Defense Minister Sergei Shoigu said on October 28 at a meeting with Russian President Vladimir Putin.
— The task you set — 300 thousand people — has been completed. No additional tasks are planned," Sergei Shoigu stated.
According to him, 218 thousand people are currently improving their training in training centers and at training grounds, and 82 thousand after completing training are sent to the area of a special military operation, of which more than 41 thousand are operating as part of units.

Sergei Shoigu said that in the future, military enlistment offices will continue only recruiting volunteers and candidates for service under the contract.
— More than 1.3 thousand representatives of executive authorities of various levels were called up and sent to the troops, more than 27 thousand entrepreneurs, 13 thousand citizens, without waiting for summonses, expressed a desire to fulfill their duty and were sent to the troops as volunteers. The average age of the mobilized citizens was 35 years, — said the head of the military department.
Those who participate in the fighting will receive the status of a combat veteran and an appropriate package of social benefits.
Vladimir Putin said that it is very important to prepare and supply the mobilized with everything necessary.
— Today, the most important thing is equipment, training, coordination and everything related to making people feel confident if they need to take part directly in hostilities, — he said.
The President noted that the work of military enlistment offices should be modernized, adding that, based on the experience of conducting a special operation, it is necessary to adjust the construction of all components of the Armed Forces, including Ground Forces.

— There are two ways to solve this problem, — he noted. — Or create framed parts, as in the USSR. In peacetime, a minimum number of officers and soldiers serve in them and there is a set of equipment. On the basis of them, you can deploy full-blooded parts. Or go through the creation of a permanent army reserve. In this case, people will be assigned to the unit and train with the military several days a month. They will be paid for it. If necessary, these people can be quickly called up and sent for reinforcement — they are already trained, have constant training. As the special operation has shown, the second option is preferable, but it requires more serious funding. We had to more than double the number of Ground Troops, and such a reserve in the current situation would be most welcome.

On October 28, the Russian armed forces continued to restrain the onslaught of Ukrainian formations. The enemy's attacks were repulsed in several strategic directions.
During the day, in the Mykolaiv-Krivoy Rog direction, Russian artillery and army aviation inflicted concentrated strikes on the reserves of Ukrainian troops advancing from the depths, as well as sabotage groups near the line of contact, the Russian Defense Ministry reported.
As a result, more than 180 Ukrainian servicemen, eight armored fighting vehicles and six cars were destroyed. A helicopter Mi-8 of the Ukrainian Air Force was shot down near Novaya Kamenka, Kherson region.
— In the Kupyansk direction, the enemy attacked the positions of Russian troops in the direction of the Berestovoye settlement of the Kharkiv region with up to a reinforced battalion. All attacks have been repelled," said the official representative of the Ministry of Defense, Lieutenant General Igor Konashenkov.
More than 150 servicemen, one tank, five infantry fighting vehicles, four armored personnel carriers and nine pickups were destroyed, the ministry said.

In the Krasnolimansky direction, two battalion tactical groups of the VFU conducted offensive operations in the direction of the settlement of Chervonopopovka in the LPR. The enemy is stopped. More than 50 servicemen, two tanks, three armored fighting vehicles and two cars were destroyed.
In the South Donets direction, a company tactical group of the VFU attacked the positions of Russian troops. The enemy was thrown back to their original positions. More than 30 servicemen, one tank, two armored fighting vehicles and one pickup truck were destroyed.
During the day, operational-tactical, army aviation, missile troops and artillery of Russia hit six control points of the VFU, five ammunition depots, 74 artillery units in firing positions and 167 areas of concentration of troops.
During the day, the air defense forces shot down three UAVs, six HIMARS and Hurricane multiple rocket launchers in the areas of the settlements of Novaya Kakhovka, Tokarevka, Kherson region and Pokrovskoye in the DPR.

Flamethrowers in battle
The Russian Defense Ministry told about the servicemen who showed courage and dedication in the battles.
Sergeant Alexander Litvinov, together with his squad, discovered a group of saboteurs and joined the battle. Under heavy enemy fire, he helped move five wounded comrades from the battlefield to a safe place. In the collision, Litvinov's squad destroyed two enemy ATGM calculations.
Thanks to Alexander's competent actions, as well as the professionalism of his subordinates, the saboteurs were destroyed, the department said.
Senior Lieutenant Roman Kurlov participated in the liberation of the settlement. As a result of the enemy's counterattack, a grenade launcher from his unit was wounded. Kurlov moved him to a shelter and provided first aid. After that, he destroyed the enemy's armored personnel carrier and 12 militants.
"The bold and decisive actions of Senior Lieutenant Kurlov, as well as the professional and coordinated actions of his subordinates, contributed to the liberation of the settlement," the military department noted.
The commander of the flamethrower department of the Marine Corps of the Pacific Fleet, Sergeant Ilya Fmdurinsky, with the help of a quadcopter, discovered an enemy sabotage group of six people. They were laying a minefield 500 m from the Russian positions.
