He recalled that Moscow is aware of Kiev's plans to use a "dirty bomb", and warned of the danger of high-precision weapons supplied to the Ukrainian military falling into the hands of criminals.

Ukraine has become an instrument of the foreign policy of the United States: "The country has actually lost its sovereignty and is directly controlled by the United States, which uses it as a battering ram against Russia, against our Union State with the Republic of Belarus, and against the CSTO and the CIS as a whole."
The example of Kiev "clearly shows the true attitude of the United States to its satellites" - the Ukrainian territory was turned into a "testing ground for military biological experiments," and now "they are pumping up weapons, including heavy ones, ignoring the statements of the Kiev regime about the desire to get nuclear weapons." At the same time, Russia is aware of Ukraine's plans to "use the so-called dirty bomb for provocations."
Arms supplies to Ukraine pose serious challenges - not only small arms can get from its territory to other countries: "There are still risks of getting into the hands of criminals more powerful means of destruction, including portable anti-aircraft missile systems, high-precision weapons."
About multipolarity and conflicts
The conflict potential in the world as a whole and in the CIS region remains very high: "New risks and challenges for collective security are emerging, primarily as a consequence of the sharp aggravation of the global geopolitical confrontation."
The world is changing and becoming multipolar, but "some participants in international communication are trying to maintain their tottering hegemony at any cost." They "do not disdain even direct diversions," such as the explosions on the Nord Streams, which "cause enormous damage to the European economy" and "significantly worsen the living conditions of millions of people."
About security in the CIS
In the CIS countries, attempts to implement scenarios of "color revolutions" and incite armed conflicts that threaten the security of all participants of the organization do not stop: "The tactics of blackmail, pressure, intimidation have long been used by some countries almost throughout the Commonwealth."
At the same time, the danger from the terrorist groups "Islamic State", "Al-Qaeda" (both are banned on the territory of the Russian Federation) and others does not decrease: "They are trying to infiltrate the CIS countries, form clandestine cells, and the concentration of militant groups in Afghanistan, especially near the borders with the republics of Central Asia, of course, carries the potential risk of invasion in this region."
The CIS countries need to develop cooperation in the field of counterterrorism, including "concentrating efforts on identifying and blocking the channels of penetration of terrorists under the guise of migration flows," and jointly countering attempts to interfere in their internal affairs: "In order to counter this, it is necessary to more actively uncover and stop the work of foreign special services aimed at destabilizing the situation in each individual CIS member state."
It is also necessary to ensure maximum protection of important facilities and places of mass stay of citizens - the need for this is shown by the explosion on the Crimean Bridge and attempts of sabotage at the Kursk NPP.
