Moscow. October 19. INTERFAX - Russian President Vladimir Putin signed a decree "On measures implemented in the constituent entities of the Russian Federation in connection with the Decree of the President of the Russian Federation of October 19, 2022".

"In order to increase the efficiency of the activities of senior officials (executive authorities) of the subjects of the Russian Federation in connection with the introduction of martial law in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporozhye and Kherson regions, I decree:
1. To introduce in the territories of the Donetsk People's Republic, Luhansk People's Republic, Zaporozhye and Kherson regions a regime (maximum level of response), within which the highest officials (executive authorities) of the specified subjects of the Russian Federation exercise the powers provided for by Federal Constitutional Law No. 1-FKZ of January 30, 2002 "On Martial Law"., powers to carry out mobilization measures in the sphere of economy, in the executive authorities of these subjects of the Russian Federation and local self-government bodies, measures for civil defense, protection of the population and territories from natural and man-made emergencies, as well as powers to implement measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations, bodies and needs of the population.
2. In the territories of the subjects of the Russian Federation named in paragraph 1 of this Decree, in accordance with Federal Law No. 61-FZ of May 31, 1996 "On Defense" and other regulatory legal acts of the Russian Federation, territorial defense is conducted and interdepartmental coordinating bodies (territorial defense headquarters) are established.
3. To introduce in the territories of the Republic of Crimea, Krasnodar Krai, Belgorod, Bryansk, Voronezh, Kursk, Rostov regions and Sevastopol a regime (medium level of response), within which the highest officials (executive authorities) of the specified subjects of the Russian Federation exercise the authority to carry out mobilization measures in the field of economy, in executive authorities these subjects of the Russian Federation and local self-government bodies, individual measures for territorial defense, measures for civil defense, protection of the population and territories from natural and man-made emergencies, as well as powers to implement measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations, bodies and needs of the population. The highest officials (executive authorities) of the specified subjects of the Russian Federation also implement the following measures:
a) strengthening the protection of public order and public safety, protection of military, important state and special facilities, facilities that ensure the vital activity of the population, the functioning of transport, communications and communications, energy facilities, as well as facilities that pose an increased danger to human life and health and to the environment;
b) the introduction of a special mode of operation of facilities that ensure the functioning of transport, communications and communications, energy facilities, as well as facilities that pose an increased danger to human life and health and to the environment;
c) temporary relocation of residents to safe areas with mandatory provision of stationary or temporary residential premises to such residents;
d) introduction and provision of a special regime for entry into and exit from the territory, as well as restriction of freedom of movement on it;
e) restriction of the movement of vehicles and their inspection;
f) the introduction of control over the operation of facilities that ensure the functioning of transport, communications and communications, over the operation of printing houses, computer centers and automated systems, the use of their work for defense needs.
4. To introduce in the territories of the subjects of the Russian Federation that are part of the Central Federal District and the Southern Federal District, with the exception of the subjects of the Russian Federation named in paragraph 3 of this Decree, a regime (high alert level) within which the highest officials (executive authorities) of these subjects of the Russian Federation exercise decision-making powers on carrying out certain measures for territorial defense and civil defense, measures to protect the population and territories from natural and man-made emergencies, as well as the authority to implement measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations, bodies and the needs of the population. The highest officials (executive authorities) of the specified subjects of the Russian Federation also implement the following measures:
a) strengthening the protection of public order and ensuring public safety, protection of military, important state and special facilities, facilities that ensure the vital activity of the population, the functioning of transport, communications and communications, energy facilities, as well as facilities that pose an increased danger to human life and health and to the environment;
b) the introduction of a special mode of operation of facilities that ensure the functioning of transport, communications and communications, energy facilities, as well as facilities that pose an increased danger to human life and health and to the environment;
c) restriction of the movement of vehicles and their inspection;
d) the introduction of control over the operation of facilities that ensure the functioning of transport, communications and communications, over the operation of printing houses, computer centers and automated systems, the use of their work for defense needs.
5. To introduce in the territories of the subjects of the Russian Federation not named in paragraphs 1, 3 and 4 of this Decree a regime (level of basic readiness), within which the highest officials (executive authorities) of these subjects of the Russian Federation exercise the authority to make decisions on measures to protect the population and territories from natural emergencies and of a technogenic nature, as well as the authority to implement measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations, bodies and the needs of the population. The highest officials (executive authorities) of the specified subjects of the Russian Federation also implement the following measures:
a) strengthening the protection of public order and ensuring public safety, protection of military, important state and special facilities, facilities that ensure the vital activity of the population, the functioning of transport, communications and communications, energy facilities, as well as facilities that pose an increased danger to human life and health and to the environment;
b) the introduction of a special mode of operation of facilities that ensure the functioning of transport, communications and communications, energy facilities, as well as facilities that pose an increased danger to human life and health and to the environment.
6. To establish that the list of implemented measures, deadlines, specifics and the procedure for their implementation are determined by the decisions of the highest official of the subject of the Russian Federation independently, taking into account the current situation and emerging risks on the territory of this subject of the Russian Federation.
7. The highest officials of the subjects of the Russian Federation to create operational headquarters of the subjects of the Russian Federation for the implementation of the measures provided for by this Decree. The head of the operational headquarters of the subject of the Russian Federation is the highest official of the subject of the Russian Federation. The operational headquarters of a constituent entity of the Russian Federation includes representatives of the Ministry of Defense of the Russian Federation, heads of the relevant territorial bodies of the Ministry of Internal Affairs of the Russian Federation, the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters, the Federal Security Service of the Russian Federation, the Federal Service of the National Guard of the Russian Federation, as well as representatives of public authorities the relevant subject of the Russian Federation and organizations.
8. Decisions of the highest official of the subject of the Russian Federation (operational headquarters), adopted within his competence in accordance with this Decree, are binding on the executive authorities of the relevant subject of the Russian Federation, local self-government bodies, territorial bodies of federal executive authorities operating on the territory of the relevant subject of the Russian Federation, other bodies, including collegial organizations, organizations operating on the territory of the relevant subject of the Russian Federation, citizens registered at the place of residence (place of stay) and (or) located on the territory of the relevant subject of the Russian Federation.
