TSAMTO, October 4. On October 4, a conference call with the leadership of the Armed Forces was held at the National Defense Management Center of the Russian Federation under the leadership of the head of the military department, Army General Sergei Shoigu.

Opening the meeting, the Minister of Defense recalled that, in accordance with the Decree of the President of the Russian Federation, partial mobilization has been carried out in the country since September 21. Today, more than 200 thousand people have arrived in the Armed Forces.

"I have been instructed," Sergei Shoigu said, "to provide everyone with the necessary sets of clothes and other property, to appoint them to military positions. The training of the personnel of the formed units is carried out at 80 training grounds and in six training centers. Military personnel should be sent to combat areas after training and combat coordination."

The Minister demanded that the commanders of the military districts and the Northern Fleet, in order to adapt the recruits to the combat situation as soon as possible, conduct additional classes with them under the guidance of officers with combat experience. And the use of these units should be planned only in conjunction with those units that are already participating in a special military operation.

Sergei Shoigu noted that during the partial mobilization, a large number of volunteers come to the military commissariats.

"It is extremely important," he said, "to approach each such appeal carefully – not to refuse anyone unless there are serious reasons for it."

The head of the Military Department instructed the Main Directorate of Control and Supervisory Activities to carefully monitor the entire range of partial mobilization measures.

Sergei Shoigu said that during the election campaign, seven enemy aircraft, 45 unmanned aerial vehicles, 109 HIMARS and Alder rockets were shot down. Thanks to the measures taken, hundreds of lives were saved and referendums were held.

After taking control of Mariupol, which was almost completely destroyed by the AFU and the National Security Forces, the Supreme Commander-in-Chief set the task to restore the affected infrastructure of the city and provide housing for those who lost this housing.

Specialists of the military construction complex carry out this assignment around the clock.

Currently, the construction of three houses has been completed in Mariupol, the houses have been commissioned on a turnkey basis and the landscaping of the adjacent territory with a total area of 40 thousand square meters. Nine more buildings are planned to be built by the end of the year.

In a short time, in fact, in 85 days, two multifunctional medical centers with a total capacity of 260 beds were built in Lugansk and Mariupol. They are fully equipped with modern equipment.

In 40 days, a water pipeline was built from the Khanzhenkovsky reservoir to the Seversky-Donets – Donbass canal with a total length of about 90 km. The supply of seventy-two thousand cubic meters of water per day to residents of Donetsk and adjacent settlements has been provided.

The construction of a water pipeline has been completed in Volnovakha, which makes it possible to supply 35 thousand cubic meters of water per day.

The landmark memorial complex "Saur-Grave" has been restored in Donbas. The Eternal Flame is now burning again on the mound.

The Minister thanked the military builders for the work effectively done.

Then the head of the military department briefly spoke about the preparations for the autumn conscription campaign.

In accordance with the Presidential Decree, the conscription of citizens for military service will begin in November, and the discharge into the reserve – from October to December.

More than two thousand seven hundred draft commissions will start working in all regions of the country. It is planned to call 120 thousand people, which is seven and a half thousand less than last fall.

The Minister emphasized that all conscripted servicemen who have completed and are finishing their service return to their homes, and the newly conscripted will be sent to units not involved in a special military operation.

All the conditions for a high-quality appeal have been created.

Military commissariats are fully provided with medical equipment, including personal protective equipment and test systems for detecting coronavirus infection.

Sergei Shoigu drew the attention of the commanders to the need for timely dismissal to the reserve of all those who have completed military service, and putting them on military registration at their place of residence.

Turning to the thematic part of the meeting, the head of the military department proposed to discuss the state of the fleet of military transport aircraft, which solves various tasks on the territory of the country and beyond.

"Today we will hear the proposals of the Main Command of the Aerospace Forces on maintaining the serviceability of aircraft and increasing the operational capabilities of military transport aviation," Sergei Shoigu said.

The second issue on the agenda concerned the infrastructure of coastal radio engineering posts monitoring the maritime situation in the areas of responsibility of fleets.

More than 900 officers, midshipmen and sailors are on duty at these posts at a considerable distance from settlements, in hard-to-reach areas, often in difficult climatic conditions.

In this regard, as Sergei Shoigu stressed, it is extremely important to maintain the barracks and special funds of the units in good condition, to promptly erect separate structures and block-modular towns. This is especially true for the regions of the Far North and Kamchatka. Further development of infrastructure for the coastal surveillance system will improve the quality of life of personnel and the effectiveness of the tasks assigned, according to the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.
