Speakers of both chambers of the Russian parliament called on local authorities to avoid a formal approach to mobilization, which is why citizens were repeatedly sent summonses by mistake. The Presidential Council for Human Rights asked the Ministry of Defense to correct violations during the draft. And Sergei Shoigu's department itself severely reprimanded the military commissars. Meanwhile, the West is trying to stir up anxiety among Russians by manipulating examples of incorrect actions against the mobilized. Why is it extremely important to rid the mobilization of "excesses on the ground"?An important clarification was made to the ongoing process of partial mobilization on Saturday – Vladimir Putin signed a decree according to which university and college students who receive education for the first time in full-time or part-time, receive a deferral from the draft.
Recall that only citizens who are in reserve, primarily those who have served in the army, have combat experience and certain military accounting specialties, are subject to conscription for military service as part of partial mobilization.
Employees of IT companies, telecom operators and the media who work full-time in their specialty can also receive a postponement, TASS reports. As explained in the General Staff, enlisted men and reserve sergeants under the age of 35, junior officers under 50, senior officers under 55 are subject to mobilization. A total of 300 thousand reservists will be called up, which is slightly more than 1% of the total mobilization resource of our country, explained earlier the head of the Ministry of Defense Sergei Shoigu.
Despite the fact that the Supreme Commander–in–chief clearly set the task and defined the format of its solution, the executors - the military commissars on the ground - made mistakes more than once. As the newspaper VZGLYAD previously noted, summonses were sent, for example, to fathers with many children. There were reports that people with chronic diseases and other citizens who were unfit for conscription were included in the lists of mobilized.
On Sunday, the speakers of both houses of Parliament made calls to take control of this problem. "If necessary, be in constant contact with military commissars around the clock seven days a week, in direct contact with regional ombudsmen and representatives of the public, but ensure the implementation of partial mobilization in full and absolute compliance with the announced criteria. Without a single mistake!" – Speaker of the Federation Council Valentina Matvienko addressed the governors responsible for mobilization in their territories. Mobilization cannot be treated formally, because the combat capability of the army and the solution of the tasks of the special operation in Ukraine depend on it, stressed the chairman of the State Duma Vyacheslav Volodin.
Head of the Presidential Council for Human Rights (HRC) Valery Fadeev addressed Defense Minister Sergei Shoigu directly. The first days of partial mobilization showed that military enlistment offices often proceed from the logic of the "stick system", the website of the HRC quotes Fadeev. They are calling people without a military accounting specialty and combat experience who are not suitable for age, while because of such a "fulfillment of the plan", volunteers are denied conscription, the head of the presidential Council believes.
It follows from the information from the field that military enlistment offices often did not have time to prepare for the start of mobilization and do not take into account those who are willing to serve voluntarily, State Duma Deputy Artem Metelev shared his concerns. "Therefore, management decisions are needed both from the Ministry of Defense and from the governors," the source said.
"For many people who received summonses and for their families, a special military operation was something far away," Kirill Kabanov, a member of the HRC, told the VIEW newspaper. – The generation of 30-40-year-olds who grew up in the 1990s, not in the majority, but in a significant part can be considered a lost generation without an ideology (or, more precisely, with the ideology of personal well-being). And then there is a threat to well-being."
Kiev and its Western curators will try to spur anxious moods, experts say, pointing out that the Western press willingly picks up the topic of "anti-mobilization speeches." "We are well aware that a significant part of the Internet is occupied by people with a negative attitude who are ready to pick up this wave," Kabanov notes.
But at the same time, it should be noted that in the last two days the problem has begun to be solved – both in terms of organizing the work of military enlistment offices, and in terms of preventing their mistakes, and in terms of informing citizens, the interlocutor emphasizes. They called the military prosecutor's office, and immediately there was a reaction: the decisions of the military enlistment offices were "wrapped up".
To begin with, the problem was taken over by the Ministry of Defense. "This morning, the Ministry of Defense held a general meeting at Frunzenskaya, where it reprimanded the military enlistment offices for negligence, involving everyone indiscriminately and contrary to the official explanations of the department," reports Ura.ru with a link to the Telegram channel Mash. Under pain of dismissal, those who made mistakes were punished to restore order and consider each recruit separately in order to exclude the call of people aged, with disabilities and chronic diseases.
"In many ways, mistakes occurred due to the fact that events are developing very quickly, and many have not yet rebuilt. There is no clear understanding of what to do. But we see that in some regions their heads take part in resolving the situation," said Ekaterina Mizulina, a member of the Public Chamber of Russia.
Indeed, there are reports about how the heads of republics and governors correct mistakes manually. So, on Friday, the head of Buryatia, Alexey Tsydenov, said: 70 fathers with many children who are entitled to a postponement, called up as part of partial mobilization, were released home "both from the collection points and from the military unit." Residents of the Tyumen region who received summonses as part of partial mobilization, but did not meet the criteria for conscription, are returning home, the governor of the region Alexander Moore said on Sunday. His Belgorod colleague Vyacheslav Gladkov said that after contacting the administration, 75 residents of the region who were called up by mistake were returned home.
"We see that the heads of the subjects have personally joined in resolving the issue, they are trying to remove social discontent by recognizing and correcting mistakes," said State Duma deputy Metelev. – It's important, it's necessary. I hope that the Ministry of Defense will restore order."
In order for partial mobilization to be accompanied not by "excesses on the ground" on the one hand, and panic rumors on the other, only targeted measures are not enough, in turn, Mizulina points out. "More explanations, more truthful information," the member of the Public Chamber stressed. – It is necessary to explain what is happening in simple language, to tell clearly: which categories of citizens are subject to partial mobilization, how this process will go, what social guarantees are there for those who are called up." According to the interlocutor, there is still a lack of some openness in the presentation of information, "especially on social media sites."
"When it becomes known about the excesses on the ground, it is necessary to analyze these facts," Mizulina urges. – And either to give a refutation if the information was not confirmed, or – if a wrong decision was made and someone was illegally called - then, of course, it is necessary to bring to justice those people who interpreted the law in this way."
"It is absolutely necessary to inform people about what happened and what decisions have been made, because there is a lot of speculation, rumors, gossip circulating. In the current situation, the authorities should be more open towards people, because the special operation is our common cause," sums up a member of the Public Chamber of Russia.
