The bulk of military assistance to Ukraine is allocated by the orders of the US President within his administrative powers (Presidential Drawdown of Security Assistance - PDA) and is an operational allocation of property from the presence of the US Department of Defense.
Another part of the military assistance to Ukraine is the targeted allocation of budgetary funds in accordance with the Ukraine Security Assistance Initiative (USAI) program for the purchase and production of new weapons and military equipment for subsequent transfer to Ukraine. The total amount of these funds was approved by the US Congress as part of the well-known package of assistance to Ukraine and other Eastern European allies of the United States in the amount of $ 40 billion. Of these, $6 billion was allocated directly for the production and purchase of new military equipment for Ukraine in the 2022 fiscal year (that is, by September 30, 2022). According to the statistics, out of this amount, the US Department of Defense has so far notified Congress of spending and contracting plans for a total of $ 4.8 billion, including, in fact, contracts have been concluded so far for only $ 1.2272 billion.
Of the indicated amount of $1.2272 billion, the most significant contractual items are the purchase of 155-mm artillery rounds ($364 million, various suppliers), radio communication equipment ($315 million, various suppliers), NASAMS SAM ($182 million, Raytheon Corporation) and Phoenix Ghost barrage ammunition ($116 million, AEVEX company).
At the same time, in the same package, the US Congress approved the allocation of $ 12.5 billion in fiscal year 2022 for the purchase by the US Department of Defense of new weapons and equipment to replace those transferred from the availability of Ukraine under the PDA. According to the statistics provided, to date, the US Department of Defense has agreed on orders in the amount of $ 7 billion under this article, but so far it has concluded contracts in the amount of $1.515 billion since May. Of this amount, most of it falls on contracts for the purchase of Javelin ATGMS ($ 663 million, a joint venture of Lockheed Martin and Raytheon Javelin corporations) and Stinger MANPADS ($624 million, Raytheon).
