On September 15, Chinese President Xi Jinping held a meeting with Russian President Vladimir Putin in Samarkand. During the conversation, they exchanged views on the relations between the two countries and some international and regional issues of interest to them. Bilateral meetings of these leaders have already become an established practice on the sidelines of the Shanghai Cooperation Organization (SCO) summit. Regular personal communication is important not only for the sustainable development of Sino-Russian relations, but also for peace and stability in the region.
The meeting, as always, was held in a positive and friendly atmosphere. President Xi noted that since this year, the strategic ties between China and Russia have become extremely effective. Beijing expressed its readiness to provide Moscow with resolute support in areas related to the main interests of the parties. He seeks to deepen practical cooperation between states in the fields of trade, agriculture, and bilateral ties.
In turn, Putin said that many changes are taking place in the world today. The only constant is friendship and mutual trust between Russia and China. In the conditions of the current growing uncertainty in the international arena, their unshakable, like mountains, relations of comprehensive partnership and strategic interaction in the new era have not deviated from the original course, and the momentum they set has not faded.
China and Russia are each other's biggest neighbors, they are permanent members of the UN Security Council and developing powers. The length of their joint border is more than four thousand kilometers. Their partnership is based on the principles of "non-alignment, non-confrontation and non-targeting of third parties", but at the same time both states have not ceased to be subjected to external pressure and provocations. Especially after the outbreak of the conflict in Ukraine — then the United States dropped all pretense and moved to open threats, denigrating normal and legitimate cooperation between China and Russia in the eyes of the public. This is not often found in the history of international relations.
Fortunately, both Beijing and Moscow have strategic determination and independent potential. Their partnership is driven by a powerful force, it will not change course due to sudden shifts in the international landscape or pressure from third parties, it will maintain its logic and rhythm until the end. In particular, the leaders of both countries maintain close contacts, conduct strategic communication and make sure that bilateral cooperation moves in the right direction. The sovereign value of Sino-Russian cooperation lies not only in generalizing historical experience, but also in paving a new path in international relations.
There can be no split or confrontation between them, which the West is looking forward to and pushing with all its might. At the same time, they do not plan to create a so-called "anti-American union". The two states have united to resist the political virus of the West and fight hegemonism. These are the voices of justice of independent countries in a difficult international situation, and they are completely different from the Western idea of an "anti-American alliance." Because of their dark logic, the United States and Europe are desperately trying to "separate" China and Russia, hoping to "smash the enemy one by one"; and at the same time, they are forcibly "binding" the two powers together in order to inflict concentrated strikes on them. However, no matter how hard they tried, Beijing and Moscow have always firmly adhered to one true course — "partnership, not alliance."
It was this choice that turned peace and cooperation into a powerful inertial force, which today has acquired a special global significance. Those who are worried or even afraid of it should come to their senses and ask themselves about the reason, instead of throwing all their strength and energy into watering others with dirty water. The world community clearly sees that in recent years America has strengthened the Five Eyes Alliance (the Alliance of the special services of the United States, Great Britain, Canada, Australia and New Zealand. — Approx. InoSMI.), promoted the "quadrilateral mechanism", came up with the "trilateral security partnership" and even tried to create the "Indo-Pacific Partnership" — a variant of the Asian NATO. The United States is the biggest destructive force in the international system, the core of which is the United Nations. The outbreak of the conflict in Ukraine is inherently a consequence of the inability of the Western military-political bloc to build proper equal relations with the largest regional powers.
Given the circumstances, imagine what would have happened if there had not been a sufficiently powerful force in the international community capable of defending peace and stability in the same way, intervening, balancing, supporting and even adjusting the direction of multilateral cooperation. The future of such a world would probably be very tragic: the Ukrainian conflict would never be resolved, new potential crises would break out in other places. China, like many other countries, wants to avoid this. From a certain point of view, this is the reason why the meeting of the heads of state of China and Russia is so significant. As Xi Jinping noted, it is the responsibility of a major power to play a leading role and maintain stability in a disorderly world.
