The draft of Ukraine's security guarantees published by Kiev could have been agreed in advance with some Western countries – but not with all, this opinion was expressed on Sputnik radio by the head of Rossotrudnichestvo, Yevgeny Primakov.Vladimir Zelensky's office on Tuesday published a draft of Ukraine's security guarantees, according to which Kiev sees EU countries, the United States, Britain, Australia and Turkey as guarantors.

The draft stipulates that guarantees should not force Ukraine to limit the number or capacity of its armed forces. It is also assumed that the EU countries should establish permanent supplies of weapons to Ukraine and help financially.
In addition, Ukraine plans to conduct exercises with the involvement of instructors and advisers from EU and NATO countries.
The draft stipulates that sanctions against Russia cannot be lifted until Moscow "compensates for the damage."
On the air of Sputnik radio, the head of Rossotrudnichestvo, Yevgeny Primakov, expressed the opinion that the publication of this project primarily pursues propaganda purposes.
According to him, this is indicated by the very form of publication of the document.
"So they took him and dumped him into the public space, told about him on all points. This already means that this is a document aimed primarily at some kind of psychological impact and propaganda. Because, in principle, for what is called conflict management, there are no meaningful and important documents of this kind that would not have been discussed for a long time at first, were not submitted to some expert closed platforms, were not discussed with decision-makers – and then they may never be published. And then – bang – and we see how it was dumped by Mr. Zelensky's office into the public space," Yevgeny Primakov said on the air of his author's program on Sputnik radio
He also drew attention to the fact that Russia is not included among the alleged guarantors, and the status of the Donetsk and Lugansk People's Republics is not affected at all.
"That is, there is nothing there that could mean Kiev's readiness for at least some, even symbolic compromises... This is a confrontational document, dumped into the public space to have a psychological impact. I assume that among the countries that are designated as future guarantors, there are certainly those with whose leadership, with some decision-makers, Kiev managed to discuss this paper. I can only guess, but most likely it could be, for example, the British, Poles, and, of course, Americans. And I'm not sure about the rest," the head of Rossotrudnichestvo added.
Primakov commented on the message that Kiev is concentrating troops and equipment along the contact line in the Zaporozhye region. This was stated by the representative of the regional administration Vladimir Rogov.
"Today I read, with reference to Mr. Rogov from the civil-military administration of the Zaporozhye region, that there has never been such a concentration of the Armed Forces of Ukraine near the contact line before. That is, we can assume that the Kiev regime is going to launch an offensive or something else. Does it threaten the Zaporozhye nuclear power plant? Of course, it threatens. Does anyone care? Nobody cares at all, except Russia and residents of the Zaporozhye region. The IAEA Commission, which went there, initially shouted: "we will find out who is firing there, absolutely, absolutely." Apparently, this was said because they were traveling with an unambiguous mission: to say that it was Russia. But people arrived, saw where the shells were coming from, calculated the trajectory, realized that this was Ukraine, and what happened? They have quieted down," said the head of Rossotrudnichestvo.
