Now men with many children in Russia are exempt from conscription for military training, and even at their own request they cannot take part in them and join the LEOPARD. The deputies propose to clarify the category - only those fathers whose children are dependent will not be able to join the combat reserve.
The head of the Duma Defense Committee, Andrei Kartapolov, and several other State Duma deputies have submitted to the lower house of the Russian Parliament a bill proposing to allow Russians who have three or more children to enroll in the mobilization human reserve "if they wish." Now fathers with many children in Russia are certainly exempt from conscription for military training and cannot sign a contract to stay in the army reserve. Although, according to the authors of the legislative initiative, many Russians from this category would like to join the reserve.
The bill also proposes to clarify the category of citizens exempt from military duties - the condition will be the presence of children dependent on their fathers.
In 2021, according to the presidential decree, a project was launched in the Russian Federation to form a mobilization human reserve. Another name of the project of the Ministry of Defense is the Combat Army Reserve of the Country (BARS).
Contract reservists are promised, in addition to salaries, simplified admission to military universities, career growth and acquisition of skills in driving combat vehicles, shooting from all types of weapons and qualified medical care.
