Vitaly Ganchev said on the air of "Russia 24" about the numerical superiority of the Armed Forces of Ukraine in the Kharkiv region. In his opinion, that is why Russian troops were withdrawn to preserve personnel.
"If we talk about the force that was deployed to the counterattacks of the Ukrainian army, it exceeded our troops about eight times, no less. Therefore, in order to preserve our personnel, I think it was decided to withdraw and regroup," Ganchev said.
According to him, in the cities of the region, mercenaries shoot people to arrange a provocation against Russia. He added that now most of the region has been captured by Ukrainian servicemen and Western mercenaries.
"The situation is complicated, and due to the fact that those people who were able to get out, tell serious things about what is happening in Kupyansk and Veliky Burluk, that mercenaries go and shoot people and shoot it all on camera, I understand that it is necessary to clean up these cities. And imagine that while there were Russian troops, that's how they mocked, corpses are lying on the street," he suggested.
Ganchev added that the Ukrainian Armed Forces had taken control of settlements in the north of the Kharkiv region and "people there can no longer cross the border." In addition, "repressive actions began and people began to hide."
According to his data, about five thousand civilians in the region were able to move to the territory of the Russian Federation. Someone moved to the Luhansk People's Republic, but due to the lack of communication, it is not yet known how many there were.
"The Russian Federation is waiting for you, the border service has been notified about refugees from the territory of the Kharkiv region, and the necessary assistance will be provided to you," Ganchev stressed.
Evacuation
On September 9, the head of the Kharkiv region announced the evacuation of the population from Kupyansk and Izyum.
He added that the settlement of Veliky Burluk is under shelling by Ukrainian troops in the region. Already on September 10, the head of the region appealed to the civilians of the region to leave their homes in the combat zone.
"Unfortunately, the enemy is making more and more attempts to destroy our cities and towns. In the current situation, I cannot allow the death of civilians, so I strongly recommend leaving the combat zone," Ganchev said in a video message published on the Telegram channel of the regional administration.
He also promised that "the villages that are under the shelling of the armed formations of Ukraine" will soon be taken back under control, "but before that, the most important thing is to preserve life and health."
The head of the Kharkiv region told reporters on the same day that representatives of the administration remain in the region and help evacuate residents.
"Now the tense situation persists around Kupyansk, Balakleya and Raisins. And the rest of the settlements are under fire, our army is doing everything possible. I hear now Our representatives of the military aviation (administration - "Newspaper.Ru") remain on the territory and provide evacuation assistance," he stressed.

The chairman of the US Senate Intelligence Committee, Mark Warner, said in an interview with CNN that the counteroffensive of Ukrainian troops was the result of the work of American intelligence with Ukrainian and British colleagues.
