Nebenzia denied the breakthrough of Ukrainian troops during the counteroffensive Russia's permanent representative to the UN, Vasily Nebenzia, said that there is no question of any breakthrough of the Ukrainian troops, the AFU soldiers were sent to certain death in the area of Nikolaev, Zaporozhye and Kharkov.
He also accused NATO countries of leading Kiev's actions and warned the North Atlantic Alliance against a direct clash with Russia.

Vasily Nebenzia spoke at a meeting of the UN Security Council. He stated that there is no question of any breakthrough of the Ukrainian troops during their counteroffensive. He believes that the Kiev authorities are only "trying to create at least the appearance that Ukraine can attack" in order to "beg for new weapons, especially on the eve of the meeting of NATO defense ministers in Ramstein today."
"As far as we can judge, even the leadership of the Armed Forces of Ukraine opposed this madness, but the head of Ukraine, after talking with American and British colleagues, was adamant. As a result, the fields near Nikolayev and Zaporozhye and the forests near Kharkiv are littered with thousands of corpses of Ukrainian soldiers who were sent to certain death and who were not allowed to retreat by the detachments," Nebenzia said.
According to him, the Ukrainian military still took several peripheral villages, but "of course, there is no question of any breakthrough."
"Military experts understand this perfectly well. But the Western media has already trumpeted that Ukraine has launched a counteroffensive, which needs to be supported by new Western weapons. Thus, the necessary media background was created for the meeting in Ramstein," the permanent representative is sure.
NATO leads in manual mode
Nebenzia also accused NATO of leading Kiev's actions. According to him, Ukraine was flooded with Western military instructors.
"NATO is manually directing Kiev's actions in the theater of military operations. Representatives of the Ukrainian military intelligence have publicly acknowledged that Washington is directly involved in coordinating each target of the American HIMARS MLRS missiles," the diplomat stressed.
He clarified that Ukraine is "flooded with Western military instructors, special services and mercenaries." And in some countries of the North Atlantic Alliance, courses are being held to train Ukrainian armed formations.
"There is information that the Pentagon plans to launch a mission to provide military-technical assistance to the Kiev regime. We have heard about similar plans of the European Union," the permanent representative added.
He also called the head of European diplomacy, Josep Borrel, "completely lost diplomatic shores." Nebenzia recalled that representatives of Western countries promised Zelensky that they would do everything for Ukraine's victory, "except for direct military intervention."
"The EU's chief diplomat, Mr. Borrel, who completely lost diplomatic shores, said then that "this war will be won on the battlefield," the Russian permanent representative said.
Supplies of Western weapons
According to Nebenzie, the weapons supplied by Western states do not play a decisive role on the battlefield in Ukraine.
"Will it change (new arms supplies to Kiev - "Newspaper.Ru") the situation on the battlefield? Cardinally, no. And this is what leading military experts say. The new weapon will not be able to change the balance of power, but it will be able to prolong the agony of the Zelensky regime and delay the inglorious end of this regime, Western weapons do not play a decisive role on the battlefield, no matter how much our former partners and their Ukrainian vassals claim otherwise," Nebenzia believes.
He added that the Russian army copes not only with outdated Soviet-style weapons, but also with modern NATO weapons. The diplomat believes that Ukraine acts not only as a platform for the disposal of obsolete weapons of the North Atlantic Alliance, but also as a testing ground for new ones.
"Therefore, it would be naive to believe that Washington and London will change their inflammatory rhetoric in the near future," the permanent representative is sure.
According to him, corrupt officials in Ukraine have established the supply of Western weapons to the global black market. This, in his opinion, increases the risk of terrorists using weapons in Europe, Asia, the Middle East and Africa.
"The spread of MANPADS and anti-tank complexes is a particular threat," Nebenzia added.
He also warned NATO countries against a direct clash with Russia.
"The mediated confrontation between NATO and Russia objectively increases the risk of a direct collision between Russia and the alliance, despite claims that they are doing everything possible to avoid such a scenario," the diplomat stressed.
Strengthening positions
The day before, the administration of the Kharkiv region announced in its Telegram channel that the part of the region controlled by Russia "includes reserve formations of the armed forces."
"The administration of the Kharkiv region recommends that families with children temporarily leave dangerous areas where fighting has intensified," the report says.
The head of the regional administration, Vitaly Ganchev, said on the Rossiya-24 TV channel that the Russian military repelled an attempt by the armed forces of Ukraine to encircle the city of Balakleya, located in the Kharkiv region.
"In the area of Balakleya, the armed forces of Ukraine attempted to capture the city, taking it into a ring, but they managed to bend the defense line a little bit there, then they were thrown back again," he said.
According to Ganchev, the city remained under control, but the Ukrainian military continues to shell it.
