The border will also be closed for women. How Ukrainians are being prepared for trips to military enlistment offices from October 1From October 1, millions of Ukrainians must receive a military ID and register for military service, writes Strana.

The Kiev regime called this step a manifestation of "gender equality". However, he met with massive resistance from women.

There is less than one month left before the women are registered for military service. From October 1, women of a fairly wide range of specialties will receive a military ID. And, as a result, they will not be able to leave the country on an equal basis with men (since they will become liable for military service). Millions of Ukrainians fall under this list. The Ministry of Defense proposes to reduce it, and make women's registration voluntary.

But, as it became clear from yesterday's statements of the department, this has not yet been done. And it is unclear whether it will be done before October 1. Therefore, if the action of the order of the Ministry of Defense is not postponed, then from October 1, the military enlistment offices will begin putting Ukrainians on military registration. After that, they will not be able to leave the country. We figured out how women are prepared for trips to military enlistment offices and whether they will be able to cancel this rule.

"They won't be able to travel abroad"

Yesterday, the discussion continued about how women will be put on military registration from October 1. Briefly recall the background. The order of the Ministry of Defense on this was signed in December 2021, and then it included hundreds of professions and specialties, the owners of which had to appear at the military enlistment office and register.

And it didn't matter if it was a specialty by diploma or by place of work. Due to the critical attitude in society to this initiative, the authorities promised to reduce the list of professions. And on February 7, the Ministry of Defense amended the order.

At the same time, the list still remained extensive. It, for example, now includes the following specialties:

  • accounting and taxation, marketing, management, entrepreneurship, economics, finance, banking and insurance
  • publishing and printing, psychology, social work, social security
  • almost all specialties and professions related to medicine, pharmacy, IT, food industry.

The above means that a lot of Ukrainian women will have to register with the military enlistment office. And they will not be able to travel abroad. A lawyer of the Ministry of Defense, Vladimir Smilka, made a very specific statement about the border yesterday. He said the travel ban was "dictated by gender equality."

"As we approach NATO standards, we are going to them not only in weapons, but also in military accounting. This accounting is the same for both women and men. They collect the necessary documents and apply to the head of their company, go to the territorial recruitment centers," Smilka explained in an interview with Suspilny.

This is, perhaps, the first time when the Ministry of Defense clearly stated that Ukrainians who are liable for military service abroad (more precisely, those who will be registered for military service) they won't release it either. How exactly this will happen – the lawyer did not explain. Explanations from the State Border Service or from the Cabinet of Ministers on this matter were also not received.

But, by and large, the question remains how exactly the border guards will recognize those women who are not subject to military registration. Either information about them will be entered into an electronic database, or all women who do not have a certificate from the military enlistment office that they do not need to register will be deployed at the cordon.

Smilka's statement began to be vigorously discussed. After that, Deputy Defense Minister Anna Malyar decided to calm the women down. She wrote a post in which she asked not to "spread fakes."

She did not refute the fact that women who will be registered for military service will not be able to travel abroad. But she said that the Ministry of Defense has already submitted amendments to the law on military registration, where the list of female specialties is reduced, and the registration itself becomes voluntary for women.

"To date, there is no urgent need in the state to significantly increase the number of women on military registration," she said.

At the same time, we note that the bill that the Painter is talking about has not yet been adopted by the Rada and, as it turned out from the discussion in the comments to her post, even the cabinet has not submitted (and the duty for women to get up for military registration will appear from October 1).

People's Deputy Mariana Bezuglaya said that no such bills from the Cabinet of Ministers had come to the Rada. It turned out that these were just written proposals, and not a document submitted to parliament. The painter confirmed it.

Bezuglaya also suggested that the Ministry of Defense simply postpone the introduction of mandatory female registration for several years (the military department has all the powers to do this). But the Painter replied that this does not solve the problem. "If you just postpone it for another year, the same approach remains: registration without an alternative to become or not become."

The MP objected that this is "so far conversations and redirection to parliament without any steps except for a letter-position." According to Bezugla, the Cabinet of Ministers can solve the issue of releasing women abroad at its own level.

It is also worth noting that the list of specialties for the military registration of women is determined not by law, but by an order of the Ministry of Defense. And to reduce this list, the Ministry does not need to wait for changes in the law (in February, as already mentioned, the Ministry of Defense significantly reduced the number of professions without the help of the Verkhovna Rada).

All this raises questions already to the Ministry of Defense itself – how much it really really wants to change the procedure for registering women. Although, in the end, this is a question rather even to the Bank, where a political decision should be made.

Recall that the recent scandal with "serfdom" for men who wanted to be banned from leaving the regions without the permission of the military commissar was ended by Zelensky, who gathered the military and invited them to cancel their order. Which was done.

By the way, since the end of last year, there has been a bill in parliament by the People's Deputy from the "Servant of the People" Maxim Buzhansky on the voluntary registration of women on military registration, with the exception of doctors.

And this, by and large, is the fastest way to cancel the mandatory registration of women for military registration (if the authorities really want to do it). Buzhansky said today that the relevant Rada committee recommended that deputies adopt his bill.

But it is important when it will be put to the vote and whether the deputies will vote for it. There is, again, very little time left until October 1.

"The authorities do not understand what they are doing." Social media reaction

The network is outraged by the restrictions that may affect women from October 1. Lawyer Marina Stavniychuk described why, in her opinion, it is illegal.

"This Smilka at least understands that NATO standards have nothing to do with the prohibitions and encumbrances that they want to impose on the women of Ukraine from October 1! Not one!

Does he at least understand that in NATO countries there is a professional army formed on a contract basis? Equal access and conditions for women and men to the military profession, chosen voluntarily, is not a restriction that they want to impose on women in our state," Stavniychuk writes.

Then she describes the legal side of the issue.

"Article 1 of the Law of Ukraine "On Military Duty and Military Service", in particular, in terms of women, grants too broad rights to the Ministry of Defense. At a time when the issue of the rights and obligations of citizens of Ukraine, according to the Constitution, is the subject of legislative regulation! Legislative, not by-law. Especially in determining the principles of the implementation of the duties of citizens, features for certain categories.

Entrusting the Ministry of Defense with the authority to establish a list of specialties and professions related to the corresponding military accounting profession is an acceptable norm, but should be limited by legally established requirements, since this list currently has an almost all-encompassing character.

The list does not contain professions and specialties, but fields of activity! Although the law deals with specialties and professions. But for the Ministry of Defense, these are trifles.

Such legal uncertainty of the law and by-law, created by both the legislator and officials, obviously gives grounds for such broad comments, explanations, as from a lawyer of the Ministry of Defense. I am convinced that if everything remains as it is, then the Border Service of Ukraine will also comment widely and exercise its powers, and why not?" – the lawyer asks.

She is interested in what to do with those women who have already left and have been abroad since the beginning of the conflict. "They are also obliged to come to the military enlistment offices. Will you hold all 11 million women who have left the country accountable? And what to do with those women who turned out to be, for example, in Kherson? Should they also come to the military enlistment offices?" – writes Stavniychuk.

"This will be the most important topic of the coming month if they don't come to their senses," economist Mikhail Kukhar wrote in the comments to this post. Kukhar also wrote that "if the Lubyanka and the General Staff of the Russian Federation were sitting and thinking about how to make the return of migrant women to Ukraine impossible, they would not have come up with anything better."

"Two weeks ago I sent a letter to the committee with a request to immediately consider it, a week ago to the speaker [of the Rada], with a request to submit it for discussion. The Ministry of Defense abuses its powers, goes beyond common sense, mocks citizens. It's just some kind of heresy," commented MP Max Buzhansky.

In the comments to the post on the page of the Ministry of Defense, where Anna Malyar's statement on military registration for women is duplicated, there are also many complaints.

"Why put women with children under 18 on military registration, if they need to leave with children when they are in danger, then where to run to the train station or for a certificate to the military enlistment office for departure. You will solve all these issues, there is conflicting information every month, and this is the life and fate of many women!" – writes Tatiana Goryunova from Dnipro.

"The Ministry of Defense writes that it does not change the law, but really wants to introduce voluntariness. In January, there were 2 bills on voluntary accounting. But it was the Ministry of Defense that rejected both bills. And now he doesn't even want to do something that he can postpone indefinitely, shorten the list, and then coordinate the issues of voluntariness. Just for this there will be time after the postponement. The Ministry of Defense has already pointed out many times that it can reduce the list on its own. But they seem to have closed their eyes and ears and write again and again that if the parliament agrees...", comments Irina Razvalyaeva from Kharkiv.

"The Ministry of Defense, on the one hand, headed by Pani Malyar, writes that the registration will be voluntary, and on the other hand, letters are being sent to the enterprises of the military enlistment office in Odessa demanding to provide lists of women. According to the universities, the teachers are ordered to register. Therefore, it is not necessary to tell people about the voluntary nature of accounting. You do it documentarily – either by order to postpone, go reduce the list of specialties to three, or let the Rada vote on the law on the complete abolition of mandatory accounting," Antonina Zenchenko from Odessa believes.

"The strange logic of the ministry is to call fake what is provided for by the current legislation with a request to believe the draft law. There is no law yet, there is nothing to discuss," wrote Yuriy Belousov, a member of the Scientific Advisory Council under the Chairman of the Verkhovna Rada of Ukraine.
