TSAMTO, August 23. The export control system of the Republic of Belarus has turned 30 years old. A message dedicated to the anniversary date is posted on the website of the State Military Industry of the Republic of Belarus.
In particular, the report says that one of the most important activities of the State Military Industry Committee is the development and implementation of the main directions of state policy in the field of military-technical cooperation with foreign countries and export control.
At the end of August, the Belarusian export control system turns 30 years old.
The birthday of the Belarusian export control system is considered to be August 21, 1992, when the Government of the Republic of Belarus adopted Resolution No. 516 "On the establishment of effective control in the Republic in the field of export of specific goods (works, services)". This normative legal act marked the beginning of legislative regulation of the most important sphere of the functioning of the state and ensuring its national security. This is confirmed by the fact that 13 republican public administration bodies were initially involved in the implementation of the requirements relating to this important state task.
The interdepartmental nature of export control regulation presupposed the existence of a coordinating body that would organize effective interaction of interested departments. Since 2004, the State Military-Industrial Committee of the Republic of Belarus has become such a body, which combines the functions of not only a branch ministry, which is responsible for a number of enterprises in the defense sector of the economy, but also the powers of a specially authorized state body in the field of export control, implementing state policy in the field of export control and ensuring interdepartmental interaction.
Over the three decades of the existence of the national export control system, legislation regulating export control issues has been created. Legislative acts are constantly being improved taking into account international experience, UN and OSCE recommendations in this area and currently fully meet all international requirements.
The Belarusian legislation is based on the Law of the Republic of Belarus No. 363-Z of May 11, 2016 "On Export Control" and the Decree of the President of the Republic of Belarus No. 49 of February 28, 2017 "On state regulation in the field of export control".
In the political aspect of the assessment of the Belarusian legislation in the field of export control, its focus on reflecting the peaceful foreign policy of the Republic of Belarus and commitment to compliance with international law is obvious.
All decisions on export control issues are taken collectively at a high level – by the Interdepartmental Commission on Military-Technical Cooperation and Export Control under the Security Council of the Republic of Belarus, after coordination with the state bodies exercising powers in the field of export control.
For 30 years, a well-established system of training highly professional personnel has been created, who perform a large amount of work on compliance with legislation in the field of export control, which is one of the priority areas of work in the national security system of the Republic of Belarus.
Suffice it to say that every year the Department of export Control, licensing and regulation of arms turnover of the State Military Industry receives more than 3.5 thousand documents. More than 2.5 thousand permits related to the movement of specific goods (works, services) across the State Border of the Republic of Belarus are issued.
Today, the role of the export control system is disproportionately increasing.
It is particularly relevant in connection with the growing threats from international terrorist organizations that seek to get their hands on both conventional weapons and weapons of mass destruction of all kinds.
A logical assessment of the effective work of specialists in this field remains the fact that for 30 years the organizations of the republic have regularly supplied specific goods to various countries and, despite the attempts made by detractors, no violations have ever been detected in the work of the export control system. This is the result of responsible and purposeful work of all specialists in the field of export control.
