TSAMTO, August 17. As part of the scientific and business program of the MVTF "Army-2022", a round table dedicated to the new rules of legislation in the field of procurement for state and municipal needs was held in the conference hall of the "Patriot" Exhibition Center.
The event was attended by about 500 representatives of interested ministries and departments, the banking sector, as well as specialists of the Ministry of Defense of Russia and defense industry enterprises. The reports were made by representatives of the Ministry of Finance of Russia, the FAS of Russia, the Ministry of Industry and Trade of Russia, the Federal Treasury, the specialized electronic platform AST GOZ, the military administration of the Ministry of Defense of Russia.
For the organizer of the round table – the Department of Public Procurement of the Ministry of Defense of the Russian Federation – this is the eighth event of this scale and level, timed to the dates of the forum and dedicated to procurement to meet the needs of the Armed Forces of the Russian Federation in the conditions of the changed legislation on the contract system in 2022.
The Forum has been one of the most popular platforms for many years, where a constructive dialogue between the participants of the contract system and regulators is being built, proposals are being developed for further improvement of the regulatory and legal regulation of the procurement sphere.
Opening the round table, its moderator, Andrey Kolegov, Head of the Department for the Formation of the State Defense Order of the Government of the Russian Federation, noted the importance of the event in the current economic and political conditions. Now the issue of placement and timely execution of the state defense order, based on the continuity of technological processes of enterprises of the military-industrial complex involved in the supply of weapons, military, special equipment, as well as maintaining it in good condition, is particularly relevant.
This year, in connection with the introduction of new procurement rules, as well as the entry into force of regulatory legal acts adopted in connection with the introduction of political and economic sanctions by foreign states committing unfriendly actions against the Russian Federation, it is more than ever necessary to conduct a direct substantive dialogue between regulators of the contract system with participants in procurement processes.
Such a dialogue took place during the round table. Moreover, in the speeches of the first speakers: representatives of the Ministry of Finance of Russia and the Ministry of Defense of Russia, the attention of the participants was focused on the changes adopted at the legislative level, allowing customers to make purchases as efficiently as possible, and performers to fulfill their contractual obligations. In addition, the participants were given detailed recommendations related to the submission of applications in the context of changes in the legislation on the contract system introduced by Federal Law No. 360-FZ of July 2, 2021.
Also during the event, its participants got acquainted with the latest changes in legislation in the field of pricing and licensing in the field of state defense orders, innovations of the unified information system in the field of procurement; discussed issues of import substitution in the current economic conditions; heard the first results of the control measures carried out under the new optimization law.
The program provided for the possibility of a comprehensive discussion of the reports, which allowed its participants to draw the attention of regulators to innovations in legislation that require additional explanations and will be implemented in the form of legislative initiatives.
Both participants and speakers noted the importance and relevance of the issues raised at the round table and the decisions taken as a result of their consideration, and also pointed to the informational and educational significance of the event, the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation reports.
