I welcome the dear participants, distinguished officials, Your Excellencies, ladies and gentlemen present at the Tenth Moscow International Security Conference, and first of all I would like to express my gratitude to Army General Shoigu for the invitation to this conference.
Mr. Chairman, ladies and gentlemen!
This year the conference is being held on a very serious and important topic "Stability and world security in the light of a multipolar world". In past years, at this forum, my colleagues have talked about warnings and forecasts of the dangers of the current world. Every time we warned that the unilateralism and totalitarianism of the United States of America further undermines security in the world, and we warned that the political life and national security of the United States of America depends on the creation of crises, wars and sanctions. We warned that the United States of America has disrupted security in regions and countries, Americans are trading in the security of peoples, and we reminded that this is a very bad and dangerous tradition when we, as the Islamic Republic of Iran, have been facing its harm for more than four decades, and we noted that once and others countries will face the harm of such a tradition. We have repeatedly emphasized the unfair nature of the international system.
What we are seeing in Ukraine today, when, unfortunately, thousands of military and civilians are dying, is the product of deception and fraud on the part of the United States of America and its insistence on unilateralism and maintaining hegemony in the world. At the same time, NATO is being used as one of their tools in this arena, that is, in Ukraine, the excessive thirst for NATO, NATO's entry into the security zone of the Russian Federation and the West's inattention to warnings led to this crisis, and if this does not happen today, and this initiative of the Russian Federation was not used, perhaps, In the future, this will lead to even greater destructive consequences in the region and the world. The whole world sees that the United States of America, by promoting global hegemony and irresponsible and totalitarian behavior, has put the world in front of an abyss of great crises.
All States, peoples and the trustees of international organizations need to continue to be reasonable in order to save the world from this abyss of falling.
Ladies and gentlemen!
One of the factors of today's world system, created after the Second World War, corresponding to the conditions of that time and built on the basis of force, is the division of the world into great powers and others: they call themselves the world community and its trustee, but in fact they are considered not only those who started the arms race of mass destruction, but are also a factor the continuation of such an arms race. Our long-term experience, especially in the dialogues called the JCPOA negotiations, which we conducted with good will to respond to baseless accusations from the West, testifies to the insatiability and non-stop appetite of the West, because domination has turned into behavior for the West, like a sick person, from which it is impossible to get rid of. Of course, we, like other patients in the world community, have a certain remedy for treating it - this is a religious teaching about truth and Islam, but on condition that the patient wants to be treated! A return to divine instructions, which is the same return to pure human nature, opens this way for correction.
There is already an experience of the Iranian people returning to religion on the basis of the Islamic Revolution and winning it. This popular revolution was formed on the basis when the country for several centuries was the scene of an attack by exploiters and arrogant forces, when hatred of arrogance and their interference turned into the dominant and public discourse in the country, for this reason, independence and freedom, along with religious authority, became the main religious slogans, and after about For half a century, the people and regime of the Islamic Republic of Iran have been committed to this basic slogan and not only have not moved one step back from it, but they are becoming firmer in their will every day.
We thank God that today at this conference the need to change the existing system and the need to move towards a world free from one-sidedness is manifested as a topic for discussion between thinkers, politicians and officials in the field of defense and security.
Examples of the decline of the power of the United States of America, being an example of arrogance and the great Satan, for a long time before it was an obvious fact for those who had a shrewd look, but today this decline is manifested to a greater extent, many thinkers have reached an understanding of the causes of such a decline, today this decline can be measured and observed.
Today, the policy of unilateralism, dictate and discrimination pursued by the United States of America has bound everyone to preserve the dictate and hegemony of the United States and the unipolar world system. In order to consolidate their hegemony and their supremacy over the world, they, using the media empire and the weapons of sanctions, thanks to the exorbitant expenses of the intelligence services, have introduced a project of creating geopolitical security and geopolitical manipulation into their working agenda. In this project, they seek to manipulate, interfere, impose and rearrange the pages of the world order and examples of geopolitics. Intervention in regions, for example, in the region of Western Asia, is carried out within the framework of projects such as the continuation of the Zionist occupation of Palestinian lands, the formation and management of the terrorist and Takfiri group ISIS, demanding the creation of a caliphate in order to destabilize geopolitical resistance, and numerous other projects. This is seriously and actively opposed by the Islamic Republic of Iran, which, in cooperation with some other Powers and regional countries, creates obstacles to such projects. This is a clear message from the Islamic Republic of Iran, which is not only not indifferent to the projects of enemies in the field of security and in the territories around it, but also, showing its will for the sake of national interests and the interests of the oppressed peoples of the region, never doubts the path itself. The ambitious development of NATO to the East, which has become the main reason for what is happening in Ukraine today, the United States of America and its allies should be responsible for the harm caused to the people of Ukraine and even Russia - all this is another example that can characterize the policy of force.
About what promises to form a new order,
The desire for independence and disagreement with the system of force, dictate and world arrogance is growing among peoples and States. It will not be long before the world will see the emergence and manifestation of a process that will end with a big referendum, at which the "no" to the hegemony of the United States of America will be decided.
Three decades ago, the Leader of the Islamic Revolution foresaw changes in the existing world system, he called such changes the entry of the world into a historical turn that will end with the formation of a new world system, and today it is clear to everyone. On this basis, we are convinced that the world is on the threshold of great changes, and the new world itself needs the following:
First: partnership of all countries to resolve global problems.
Second: the confidence that thanks to a real and joint solution of problems, the world will become fairer.
Third: the world needs justice, there is no more room for the swing of injustice and the domination of the system of force.
Fourth: respect for the independence and territorial integrity of countries is a mandatory principle.
Fifth: refusal to interfere and impose views on other countries. Sixth: there is no more tolerance for arrogant views and voluntarism.
The Islamic Republic of Iran, in turn, will make efforts aimed at resisting the policy of force and arrogance and the unjust world system, with the aim of creating a new system based on justice and ensuring well-being for the peoples of the world, especially in the sensitive region of Western Asia.

The occupation of the holy land of Palestine, the killings and the expulsion of the people of this country from their lands by the occupation regime of Godsa, continues as before. Secret Takfiri cells and terrorist groups in the West Asian region are still active with the support of American intelligence services, they pose a great threat to security in the region and hinder the establishment of peace, security and full restoration and return of calm in the region.
The Islamic Republic of Iran is confident that the problems of the region should be solved through dialogue and understanding between the countries of the region, based on the principle of collective security and the principle of its foreign policy to expand relations with all neighboring countries, and extends a hand of friendship to them. Based on this principle, we emphasize the end of the bloodshed and killings of the innocent people of Yemen for many years, the end of the occupation and the withdrawal of foreign mercenaries from this country through inter-Yemeni dialogue with the support of the countries of the region. We are convinced that, as we pointed out earlier, insular security is meaningless, and thus the power and progress of countries cannot be insular either. Therefore, we are convinced that we should have a strong region, and the prerequisite for this is the formation of all the countries of the region strong and powerful.

The region of Western Asia and the processes taking place in it, including factors, have a great influence on the formation of a new world system and a multipolar world, as it was in the past decades.
The Iranian people, with their glorious history, cherish the bitter memory of exploitation, aggression, interference, occupation and violation of promises by the West; thus, they expect from their Armed Forces and demand from us to increase our defense power without fear of anyone. And we consider this issue useful not only for our country, but also for the region, however, unfortunately, the West, using double standards, declares fraudulent and unreasonable views regarding the defense power of Iran, using double standards. We say with confidence that our defense power does not threaten any state, and from this point of view we will continue to confidently follow this path at the request of our dear people.
This region has turned into a warehouse and an arsenal of weapons due to the robbery of property from the peoples of the region. We consider Iranophobia to be a manifestation of colonialism and arrogance for the illegal purposes and interests of the West, especially the United States of America and Zionism. American preparations in the region, the vivid evidence of which was the recent visit of the US President, are carried out with the same colonial and arrogant view in order to influence regional and global processes. Of course, many circles rate this as unsuccessful. Perhaps arming the region and turning it into a dangerous arsenal for economic purposes and interests can be called the only achievement of this visit. The visit of the President of the United States Congress to East Asia was conducted in order to create a crisis and ignite a fire in this region.
In such conditions, the expectation of inaction and the lack of defense of the people and our land and our interests is an exorbitant expectation. While we will continue our efforts aimed at creating a region free of nuclear weapons. We hope that the international system and responsible international organizations should act within their responsibility, we will never deviate from our principles and values in countering the occupation and oppression of the peoples of the region and the world. It is necessary to put an end to the eighty-year occupation of Palestinian lands, the suppression of the oppressed Palestinian people, the transformation of a significant part of the Palestinian people into refugees and the machinations of the occupying Zionist regime. The peoples of the region, being free and independent, must make their own decisions about their fate. As a result, peace and tranquility should reign in the region. In addition to the fact that the lands should belong to the people of Palestine, the achievement of peace and tranquility by the peoples of Yemen and Afghanistan are also priorities for this region. Saudi Arabia and the United Arab Emirates should officially recognize the legitimate rights of the Yemeni people, and the Taliban should make serious decisions regarding the formation of a comprehensive government with the participation of representatives of all ethnic groups and faiths in this country. Peace and complete tranquility in Syria and Iraq must return to these countries with the preservation of their territorial integrity and respect for all countries.
Being a part of the Armed Forces of the Islamic Republic of Iran and an associate of our heroic martyr General Ghasem Soleimani, I declare that we will not give up for a moment from ensuring the security of the Iranian people, preserving the independence and territorial integrity of the country, despite the nonsense carried by the American regime, the Zionist regime and some European states following them, and we will continue to We will follow the path of our right to strengthen defense within the framework of the doctrine of active deterrence and we will be committed to our beliefs in supporting oppressed peoples and resolutely fighting terrorism and arrogance, that is, we will follow the path on which the dear military commander of the Iranian people became a martyr.
In conclusion, I thank Army General Shoigu again, colleagues and organizers of this important and fruitful conference, and I want to express my hope for achieving the expected results in achieving global security along the way.
