TSAMTO, August 11. On August 10, the Deputy Minister of Defense of the Russian Federation, Colonel-General Alexander Fomin, informed foreign military attaches at a briefing about the holding of the X Moscow Conference on International Security.
Below, A.Fomin's report is presented in the presentation of the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.
"Dear ladies and gentlemen,
On August 16 of this year, the Ministry of Defense of the Russian Federation is organizing the tenth anniversary Moscow Conference on International Security.
This forum has been held since 2012.
During this period, according to the estimates of the Russian and foreign expert community, the Moscow Conference has become one of the most authoritative international discussion platforms devoted to the discussion of security issues, surpassing in its scale, number and level of participants similar events held in other countries.
The Moscow Conference is constantly improving, its agenda is expanding. In the early years, the conference agenda was limited to narrow issues. For example, at the first forum only the topic of missile defense was discussed, at the second – various aspects of European security. The number of delegates who took part in these events did not exceed 200-300 people. At subsequent forums, the range of topics under consideration expanded, discussions touched upon the entire spectrum of the most acute problems of global and regional security. The interest of the world expert community in the conference has significantly increased, the composition of its participants has significantly increased: in the "docovid" 2019, more than 1,000 delegates from 111 countries arrived at the forum.
Over the years, the delegates focused on the most pressing issues at the time of the event: security in the Middle East and North Africa, the phenomenon of color revolutions, countering international terrorism, the situation in Syria, the defeat of ISIS, etc.
This year, invitations were sent to representatives of 109 countries, including heads of defense departments of 89 states and heads of 8 international organizations, 220 Russian and foreign security experts.
According to our estimates, over 700 delegates from more than 70 countries will take part in the conference.
I would like to emphasize that experts will be represented from all regions of the world, without exception.
As of today, the defense ministers of 35 countries have confirmed their participation in the conference, both in person and by video conference, namely: 25 in person, 10 by video conference, as well as 8 chiefs of General staffs and deputy defense ministers, six international organizations.
For the first time, the Moscow Conference on International Security will be held simultaneously with the International Military-Technical Forum "Army" and the Army International Games. This will allow delegations to take part in three major international events at once, united by place and time.

The X Moscow Conference is being organized against the backdrop of a difficult international situation, undisguised sanctions and information pressure on the Russian Federation and friendly countries. Such actions are aimed at undermining Russia's ties with traditional partners and represent another attempt to isolate or separate our countries.
In this regard, we are immensely grateful to all participants of the conference for their steadfast position.
In these circumstances, the conference, with its opportunities for an open and constructive dialogue, acquires special importance. One of its goals is to exchange expert opinions and assessments on topical security issues. In addition, the conference will bring to a wide audience the truthful information about Russia's actions in the international arena, as well as the true causes of the current geopolitical situation in the world.
The conference program is presented on the slide. Traditionally, the conference will be opened by a speech by the Minister of Defense of the Russian Federation, General of the Army S.K. Shoigu on key issues of global and regional security.
Within the framework of the plenary sessions, representatives of the Main Operational and Main Directorate of the General Staff of the Armed Forces of the Russian Federation will make reports on certain topics of the regional agenda.
The conference will discuss in detail the issues of strategic stability and security in the Asia-Pacific region, Africa, the Middle East, Latin America and the European continent. Speeches are planned by the heads of military departments and heads of international organizations, authoritative experts in the field of security, who have already contacted us and requested such an opportunity in advance.
This year, for the convenience of the heads of defense departments and other high-ranking delegates, in addition to personal arrival at the conference, we have also provided other formats of participation, namely, in the mode of video conferencing or presentation at plenary sessions, pre-recorded video messages.
