This was stated to journalists on Friday evening by Andrei Belousov, Deputy Permanent Representative of the Russian Federation to the UN office and other international organizations in Geneva.
"The dialogue on legally binding agreements and on any obligations that responsible cosmically significant states could undertake in addition to the 1967 Outer space treaty is now practically reduced to zero," Belousov said. - Yes, there is some kind of controversy at the Conference on Disarmament, in the First Committee of the UN General Assembly, but this controversy cannot indicate the seriousness of the intentions of Western states, especially the United States, to conduct a constructive and in-depth discussion of this issue. Activities in this area are now virtually frozen."
"At the same time, this year we intend to submit to the First Committee of the UN General Assembly a resolution on further practical measures to prevent an arms race in outer space, which will provide for the re-establishment of a Group of UN Governmental Experts on this issue with the same mandate as the previous group that operated in 2018-2019," the diplomat said. - The mandate provides for consideration of possible elements of a legally binding agreement or agreements on the prevention of an arms race in outer space. Thus, we are trying to restart a multilateral dialogue on this priority topic for us."
