I mean: the future of the Ministry of Emergency Situations, then the state committee, Deputy Defense Minister, First Deputy Interior Minister, first deputy FSB, all this was put together," Shoigu added.
"I congratulate you all, thank you all very much for this - this is a big, important, necessary work for our country at that moment," he said, addressing the participants of that peacekeeping operation present.
"At that time, I am absolutely sure, especially my generation, we were absolutely convinced that all this was temporary, and our country would be big and strong again, and the Soviet Union would be back, and no one would go anywhere, everyone would live in peace and harmony," Shoigu said.
Sergei Shoigu noted that in the conditions of ongoing armed clashes, it was necessary to negotiate with representatives of both conflicting parties and with leaders of illegal armed formations who refused to obey the official authorities. "I will not hide it, it was difficult. But the result was worth it - Russia did not let the people of South Ossetia be exterminated."
"I really want all these events to really be history and never happen again," he said.
The South Ossetian War began on January 5, 1991. On July 14, 1992, a mixed peacekeeping force consisting of three battalions — Russian, Georgian and Ossetian - was introduced into the conflict zone. Gagloev added that "the beginning of the peacekeeping operation, without any exaggeration, was a fateful event for South Ossetia."
According to him, the deployment of the mixed peacekeeping forces meant an end to the horror of war and bloodshed - people believed that with the arrival of Russian peacekeepers, peaceful life returns and the revival of a ruined country begins.
Gagloev also stressed that the peacekeeping operation in the Georgian-Ossetian conflict zone has become an exemplary experience of Russian peacekeeping, one of the most successful in world practice.

In this format, the main thing was done - the return of the necessary level of trust between the parties, the creation of a basis for the preparation of an agreement on the non-use of force and the beginning of a constructive dialogue on the political and legal status of the former autonomy.
