Countering Western sanctions, the course of a special military operation, as well as the restructuring of the Russian economy in the conditions of a new cold war were discussed by members of the Scientific council under the Security Council of Russia under the leadership of Security Council Secretary Nikolai Patrushev.
According to Patrushev, the West was increasing support for Kiev and pushing it to conduct a large-scale violent action in eastern Ukraine. The global anti-Russian campaign launched by the Americans and their satellites convincingly proves that Ukraine has become a pretext for waging an undeclared war against Russia.
"In this regard, I think it is important for the scientific council to assess the parameters of this war, its signs and characteristic features in comparison with the Cold War," the Secretary of the Security Council addressed prominent Russian scientists and experts. By the way, the Scientific Council of the Security Council now includes 153 Russian academicians, scientists and specialists appointed personally by the President of Russia.
As Patrushev noted, the intentions to unleash such a war were hatched long before February 2022 and would have been implemented regardless of Russia's actions. "The West does not need a powerful, dynamically developing, sovereign Russia," the Secretary of the Security Council of the Russian Federation said.
Also, in his opinion, the goal of the current actions of the collective West is obvious - to create sanctions bans for Russia to communicate with the rest of the world, including in the field of science, modern high technologies. To undermine the Russian economy, to slow down the development of our country, to create conditions for the spiritual, moral and cultural degradation of the population.
Ultimately, the West seeks to create conditions for the establishment of a regime controlled by Westerners in Russia, as it has already been worked out in Ukraine and in a number of other states. However, according to Patrushev, a special military operation thwarted these plans.
"We were forced to take this measure proactively, as the level of threats to national security, disregard for the interests of our country reached a level that threatened the very statehood of Russia and its existence," Nikolai Patrushev summed up. He also recalled that in December 2021, at the plenary meeting of the scientific Council, NATO's aggressive plans against Russia and the CIS countries, the plans of the United States and its allies to economically strangle our country and stimulate protest sentiments were considered in detail. He noted that the subsequent changes in the international situation fully confirmed the correctness of the expert assessments of the scientific council.
But the Assistant Secretary of the Security Council of the Russian Federation Alexey Pavlov told reporters about the results and conclusions of the scientific council that took place behind closed doors on Tuesday.
According to him, in particular, it was noted that the military buildup at the western borders of Russia and the CIS states is a direct threat to our country and all the countries of the Eurasian space. At the same time, according to Pavlov, the special military operation confirmed the importance of scientific approaches to the development of modern weapons and military equipment, as well as the use of troops and forces in military conflicts. In addition, the scientists noted that Russia has provided for a number of measures aimed at preventing the rupture of trade and economic relations of our country with the participants of the world market.
Thus, in the fuel and energy sector, it is proposed to increase LNG production and develop its supply infrastructure. Creation of tax and other incentives for the development of petrochemical enterprises and developers of oil and gas service equipment. The formation of alternative oil trading schemes to circumvent US and EU restrictions is being studied.
In the agricultural and industrial sector, it is planned to bet on increasing the profitability of business for domestic grain producers. The Security Council experts also drew attention to the need to clear the industry of intermediaries.
In the field of information and communication technologies, it is proposed to create maximum tax and other benefits for companies producing high-tech equipment, as well as software. In the field of mechanical engineering and machine tool construction, the scientific council proposed the introduction of tax and other incentives for the development of production and the placement of direct investments with the expectation of friendly countries and those companies from the EU and Japan who want to return to the localization of production in Russia.
In general, as Alexey Pavlov noted, the Security Council experts believe that a transition from a macroeconomic policy of financial stabilization to a policy of intensive development based on the structural modernization of the Russian economy is necessary.
