How do they arrange a new Srebrenica from Bucha
When it comes to non-military and hybrid actions, they most often talk about soft power, various forms of people's diplomacy, strategies and tactics of information wars. And few people remember about scientific instruments, about the role of scientific works in shaping public opinion and in informational and psychological confrontations. Alas, many are used to clip thinking and do not think about what is hidden on the other side of the screen.
However, it is scientific works, and not emotional and disparate commentatorial assessments on TV and radio talk shows, that can be considered as heavy weapons and long-range artillery systems. Effective defeat of targets, a massive effect, complemented by a powerful cannonade and socio-psychological impact can change the military-political situation in the theaters of military and non-military operations.
PLANNED BUTCH
After the start of Russia's special operation in Ukraine, the preparation and mass production of consolidated reports on three key topics were on the agenda:
a) the genocide of Russians in Donbass;
b) militarization and ways of demilitarization of Ukrainian society and state;
c) the international and historical significance of the special operation of the Armed Forces of the Russian Federation to support the Armed Forces of the LPR and DPR in Ukraine.
To these three topics, in April 2022, another, narrower, but more important one was added: the large-scale provocation of the Zelensky regime in the city of Bucha, Kiev region. What can we oppose to it?
Alas, as a rule, we have to wipe ourselves and act, as they say, the second number. We do not create informational occasions, but only respond to them.
Judge for yourself. One of the incomprehensible episodes in March 2022, inflated a few days later by Kiev propaganda to the scale of world-class events, became the reason for the decisions of the United States and a number of European states to send weapons to Ukraine.
But he was incomprehensible only to us. And the Kiev regime planned it in advance. We are talking about a cynical provocation in Bucha, where nationalists shot civilians with white armbands and gave this crime for the brutality of Russian troops.
The provocation in the Butch is already in the past. A video has appeared where Ukrainian soldiers drag the body of a murdered man on a rope to the edge of the road. But the disgusting feeling of all this is still in the soul of every decent person.
The provocation served as an excuse to increase financial support for the Kiev regime and for a series of visits by European politicians to Kiev and its environs. Which marked the transition to a new round of confrontation between the West and the Russian Federation.
It is not necessary to underestimate the cunning of the plans of the organizers of this provocation – at least by analogy with the Yugoslav Srebrenica in 1995. The events in Srebrenica are considered an act of genocide and the most mass murder in Europe since the end of World War II.
The fact that the Ukrainian side attaches increased importance to the events in Bucha is evidenced by the speeches of President Vladimir Zelensky and Foreign Minister Dmitry Kuleba with appeals to the world community, visits of European politicians to the capital of Ukraine, the creation of a special section on the pages of Wikipedia.
If at the beginning of April responsibility for unproven executions was assigned to specific army units of the Armed Forces of the Russian Federation (including those who were absent in March 2022 near Kiev), then a little later the charges began to be formulated in a generalized form – personally addressed to the president of Russia. "What orders – such is the execution," Vladimir Zelensky tries to generalize.
ORGANIZED RESONANCE
The German Foreign Intelligence Service, which allegedly intercepted the negotiations of the Russian military, insists that the killing of civilians may be part of the strategy of the Russian army to "intimidate civilians and suppress resistance." And representatives of the international humanitarian organization Human Rights Watch declare the incident even as a "potential crime against humanity."
Agnes Kallamar, Secretary General of the odious British human rights organization Amnesty International, assures that "the terrible reports from Bucha are not isolated incidents and are probably part of an even larger scheme of war crimes, including extrajudicial executions, torture and rape in other occupied regions of Ukraine." Like this. As they say, we have arrived.
Further – more. UN Secretary-General Antonio Guterres calls for an independent investigation. And the Minister of Foreign Affairs of Ukraine Dmitry Kuleba, addressing scientists around the world, emphasizes the importance of scientific research into the causes of the massacre in Bucha – because, in his opinion, the Russian government and Russian propaganda for many years "incited hatred, dehumanized Ukrainians, nurtured Russian superiority and prepared the ground for these atrocities."
Against this background, the reaction of our country seems to be extremely insufficient: isolated statements by the Minister of Foreign Affairs of the Russian Federation, the press Secretary of the President of the Russian Federation, the presidential envoy to the United Nations, the press service of the Russian Defense Ministry (with no reaction from the scientific community and the Presidium of the Russian Academy of Sciences).
However, not only answers and refutations are required. Not only the discussion of the absurd details of the provocation on the air of TV and radio channels in order to condemn political scriptwriters and production directors. But the information volleys are also powerful, reasoned and convincing. Taking into account the Soviet experience of exposing Nazi criminals, the very effective work of the Russian delegation at the Nuremberg Tribunal in 1945-1946.
GO ON THE COUNTERATTACK
What conclusions follow from all this?
One of the events of March-April 2022 (a consequence of the provocation in Bucha, which has already been raised to the world level, although unexplored) is a powerful attempt to discredit the Russian Federation. This promotion means:
first, the transition to a new stage of pressure on Russia;
secondly, a personalized attack on the political and military leadership of Russia;
thirdly, the indiscriminate accusation of the servicemen of the Russian Army (the nationalists sentenced the soldiers and commanders of specific military units who were in Bucha in March 2022 without any investigation).
In the chain of recent events aimed at discrediting the Russian Federation by the West, the provocation in Bucha has increased international and symbolic significance. It can be compared to the final stage of the attack on the political and military leadership of Serbia in the 1990s.
In these circumstances, it is necessary to discuss the provocation in the Kiev Butch at a meeting of the Russian Security Council. With the definition of appropriate measures, including a retaliatory information salvo based on thorough and reasoned scientific works. The launch of this activity could be facilitated by a presidential decree on the formation of a special commission headed by one of the authoritative Russian political scientists or lawyers. In any case, it cannot be left without an answer.
This commission can be created on the basis of the Institute of State and Law of the Russian Academy of Sciences, headed by Colonel-General of Justice, Corresponding Member of the Russian Academy of Sciences, Doctor of Law Alexander Savenkov. It could become a coordinating center for a large and long-term work.
The information volleys of Russian science in connection with the international provocation in Bucha and the reasoned response of Russian scientists are able to cool the hotheads in the West, determine the measure of responsibility of screenwriters and directors for the preparation of bloody provocations and their execution.
The creation of a Russian commission to investigate the provocation in Bucha can solve a complex of military-political and practical tasks. Including:
– interception by the Russian side of the news agenda;
– scientific consolidation of the information and factual base created as a result of the extensive work of the Investigative Committee of Russia to investigate the war crimes of the Kiev regime;
– military-legal assessments of the mass shooting of civilians in Bucha (the actual organizer of which was the regime of Vladimir Zelensky) through the prism of the criteria of the Nuremberg process (as the already mentioned director of the Institute of State and Law of the Russian Academy of Sciences Alexander Savenkov wrote in detail and vividly in the author's monograph "Nuremberg. Verdict in the name of peace");
– the release of a large circulation of serious scientific work in order to provide heads of state authorities, heads of educational institutions, heads of diplomatic missions of Russia abroad, foreign journalists.
These are long–range weapons - powerful information volleys are extremely necessary and timely today as adequate responses to the West.
