The Ministry of Internal Affairs of Russia confirmed that the reorganization of the structure of internal affairs bodies is being prepared.
It is assumed that the positions of police chiefs, who are simultaneously deputy heads of territorial and interregional departments of the department, will be abolished. Recall that since 2011, the criminal service of the Ministry of Internal Affairs includes units of criminal investigation, combating economic crimes, drugs, special technical, operational services. And to the public security service - the traffic police, patrol and post service, units for work with minors, precinct and inquiry bodies. These are the employees to whose title the word "police" is added. For example, a police colonel, or a police lieutenant. All the others who are engaged in economic, financial support or, say, personnel issues are considered employees of the internal service. Therefore, a separate deputy head of the internal affairs body, the Chief of Police, was appointed to manage those who belong to the police category.
But, as it turned out, over the past decade, such a design has not justified itself.
Due to the fact that there was a blurring of responsibility for different areas of activity, it was necessary to strengthen control over these units and improve their manageability. The detection rate of crimes has fallen. And officials began to shift responsibility on each other.
The Ministry of Internal Affairs proposed to return to the structure that existed back in Soviet times: someone is responsible for law and order on the streets and in traffic, someone is responsible for solving specific crimes. And someone - for the rest of the routine work. Again, it makes it easier for ordinary citizens to get through to the police leadership. It's one thing when you try to talk to a boss who is responsible for everything at once, or with someone who is engaged in one, but specific direction.
That is, it is proposed to eliminate the understudies, which are now the police chiefs, their deputies, as well as the deputy heads of territorial bodies on general issues. After all, it turned out that several officers essentially performed the same duties. Or at least these responsibilities intersected. Now, after the reorganization, each head of the Department of the Ministry of Internal Affairs will have two key subordinates - a deputy for operational work and a deputy for the protection of public order.
What is important: the decision is not made in the "cavalry charge" mode. Moreover, in order to check the correctness of all calculations and calculations, we decided to start the reorganization with the district departments. And then - as it goes. If they realize that they made a mistake, it won't take long to get everything back. Managers of all levels, including those below them, are given the opportunity to speak out. It is necessary to express your opinion before April 15. And it is not a fact that absolutely everyone will agree with the reorganization. In general, it is not a global reform that is planned, but a regrouping of forces and means. Most importantly, we are not talking about the dismissal of people who have become unnecessary. Positions are being cut, but not people. They will be reassigned to other posts, most likely - on the "ground", that is, they will not be engaged in staff, but operational work.
