The state armament program aimed at creating a completely new weapon will be submitted for approval by the President by mid-2023. Its preparation and execution of the state defense order was discussed at a meeting between Vladimir Putin and Deputy Prime Minister Yuri Borisov in Novo-Ogarevo.
The work on preparing the initial data for the state armament program has been completed, Borisov reported. It will be aimed at creating qualitatively new, including non-traditional types of weapons, including directed energy weapons, kinetic weapons, control systems using artificial intelligence and robotic complexes, he listed. The state program will be formed by mid-2023 and submitted to the President for approval.
Despite unprecedented sanctions, due to which supplies have decreased and materials have become more expensive, the fulfillment of the state defense order has been and remains an absolute priority for the military-industrial complex, Borisov assured. According to the results of last year, the level of its implementation was at least 98 percent, and this year it is ahead in a number of indicators.
The government has done a lot to ensure the sustainability of the military-industrial complex, the Deputy Prime Minister noted. Advance payments have been increased, when purchasing electronic components - up to 100 percent, he said. The right has been granted to conclude contracts under the state defense order with a single supplier at approximate prices not exceeding the indicators of the state defense order, without registration with the FAS.
Another priority is to accelerate the pace and volume of import substitution with the support of system-forming industries. As Borisov noted, such work is carried out by the government on a systematic basis.

The President signed a decree on retaliatory measures to unfriendly countries
Vladimir Putin signed a decree "On retaliatory measures of a visa nature in connection with unfriendly actions of foreign states." The simplified visa regime with the European Union and a number of other European countries will be suspended, and foreigners who commit unfriendly actions against Russia, its citizens and organizations will be restricted from entering and staying in our country. It is clarified that the decree is due to the need for urgent measures in response to unfriendly actions.
A number of points of agreements with the EU, Norway, Denmark, Iceland, Switzerland and Liechtenstein are suspended. The Ministry of Foreign Affairs should send notifications to embassies and the EU representative office, and the government should submit to the State Duma a bill on suspending the relevant provisions of international treaties. According to the decree of the simplified procedure for obtaining visas, in particular, representatives of official delegations of EU countries and journalists are deprived, and the norm according to which holders of diplomatic passports of EU countries could come to Russia without visas is also suspended.
In addition, Vladimir Putin instructed to introduce personal restrictions on entry and stay in Russia for foreign citizens and stateless persons who commit unfriendly actions against Russia, its citizens and legal entities.
