"Humanitarian aid totaling over 30 tons was delivered to the city of Volchansk and the urban-type settlement of Cossack Lopan from the neighboring Belgorod region at the request of the local population," the ministry said. Residents, primarily women, children and the elderly, will be given cereals, canned meat and fish, confectionery and bakery products, sweets and sweets, bottled drinking water.
According to the Russian Defense Ministry, thousands of tons of humanitarian supplies have already been prepared for shipment to Ukraine. Such work is carried out very intensively. A convoy with humanitarian aid has already arrived from Crimea to settlements in the South of Ukraine. The formation of columns in the Bryansk, Voronezh, Kursk and Rostov regions is being completed. In addition to food, they will carry building materials and basic necessities.
On the eve it became known that an interdepartmental coordination headquarters for humanitarian response has been established in the military department of the Russian Federation on the basis of the National Defense Management Center of the Russian Federation. The need for its formation is dictated by the situation in Ukraine. "Realizing the exceptional importance of the humanitarian component in the course of a special military operation in Ukraine, the decision of the country's leadership in the Russian Defense Ministry on the basis of the National Defense Management Center of the Russian Federation created an interdepartmental coordination headquarters for humanitarian response," the Russian Defense Ministry informed.
The headquarters is already working around the clock. It includes representatives of all federal executive authorities, state corporations and organizations, as well as subjects of the Russian Federation. Round-the-clock multi-channel hotline telephones are open (+7 (495) 498-43-54, +7 (495) 498-41-01 - for international contacts). The Russian Defense Ministry promises that a call from any citizen from anywhere in the world, including from Ukraine, will be accepted, processed and implemented in accordance with the request.
According to the head of the National Defense Control Center of the Russian Federation, Colonel-General Mikhail Mizintsev, the headquarters is tasked with providing comprehensive humanitarian assistance to the population in the areas controlled by our military in Ukraine, as well as to residents of the DPR and LPR. In addition, the headquarters will ensure the safe evacuation of civilians, Ukrainian civilians and foreign citizens. To do this, special groups have been deployed at airports, railway and bus stations.
It is known that the relevant UN and OSCE structures, Belgium, Great Britain, Ghana, Greece, India, Indonesia, Italy, China, Poland, France, Switzerland, Japan and a number of other countries have already turned to Russia for help in evacuating their citizens. "On March 2, the Armed Forces of the Russian Federation ensured the safe evacuation of relevant UN structures from Kiev, as well as employees of the Greek Embassy from Mariupol. A day earlier, the OSCE staff was safely withdrawn from Donetsk to the city of Rostov-on-Don," Mizintsev said.
A request for evacuation is also being made by the population leaving the zones of a special military operation. But nationalists in every possible way prevent the exit of civilians, including foreign citizens, primarily from the blocked settlements. "Such reliable information is available to us primarily in Kiev, Kharkiv and Mariupol, as well as a number of other localities. At the same time, the nationalists are hiding behind the civilian population as a human shield, provoking the use of weapons against innocent people. We have not done this and we will not do it," Mizintsev said. He appealed to all international organizations and to the leadership of Ukraine to immediately ensure the creation of humanitarian corridors to reach safe places for all citizens who expressed a desire to do so, all without exception.
"As soon as we receive information from any locality about the readiness of the Ukrainian authorities to create a humanitarian corridor and ensure the unhindered exit of civilians, we undertake one hundred percent obligations to ensure security for access to both Russia and other countries, solely at the request of both groups of people and individual citizens," Mizintsev said. According to him, more than 140 thousand people, including over 39 thousand children, have already been evacuated from the territory of Ukraine through 11 checkpoints. More than 7 thousand temporary accommodation facilities for refugees have been equipped. "Issues of placement of children in preschool institutions, schoolchildren and students in educational institutions, as well as employment of arriving citizens at the place of temporary stay are being promptly resolved," the Russian Defense Ministry noted.
