On February 21, Russian President Vladimir Putin signed decrees recognizing the independence of the LPR and the DPR, the next day treaties on friendship, cooperation and mutual assistance with these republics were ratified.
On Thursday, in a televised address to the Russians, the president said that in accordance with the UN Charter, with the sanction of the Federation Council and in pursuance of treaties on friendship and mutual assistance with the DPR and LPR, he decided to conduct a special military operation in the Donbass. Putin clarified that the circumstances "require decisive and immediate action, the People's Republics of Donbass have appealed to Russia for help."
