"To do this, it is necessary to increase operational, analytical, human resources. Equip the department with the most modern equipment. To do this systematically, consistently, in full accordance with the planned plans," the President said, speaking via video link at a meeting of the Board of the Ministry of Emergency Situations on Wednesday.
So, Putin said that the share of new equipment in the Ministry of Emergency Situations should be at least 81% by 2030. The President called for special attention to be paid to improving the equipment and equipment of firefighters and rescuers, including taking into account climatic and other features.
In 2022, the facilities of the training center for miners and rescuers should be operational. "It is necessary to develop the educational and material base for the training of emergency workers, first of all mountain rescuers," Putin said.
In addition, work should continue to improve the efficiency of the entire civil defense system, the President instructed. The Head of state paid special attention to the development of emergency rescue infrastructure in the Arctic region. He said that it is planned to allocate significant federal funds to solve this problem. "For example, more than 18 billion rubles will be allocated only for equipping the Ministry of Emergency Situations with modern helicopters in the Arctic," the president said.
In general, the President noted that the Ministry of Emergency Situations has proved its importance and relevance over three decades. "It has become a well-coordinated, mobile, well-equipped structure responsible for protecting our citizens from emergencies, for preventing and extinguishing fires, and for developing the civil defense system," Putin stressed.
Floods in Siberia, the Far East, and the south of the country became a serious test for rescuers, the president noted. An active fight was also waged against natural and man-made fires that threatened people and settlements. "A large complex of works was carried out to eliminate the consequences of the accident at the Listvyazhnaya mine. This tragedy, in which, unfortunately, people - miners, rescuers - died, became a disaster and pain for Kuzbass and for the whole country," the president said.
