The head of the Federation Council Committee on International Affairs Grigory Karasin believes that the leaders of the CSTO countries should be given the opportunity to send armed units within the framework of the CSTO without consulting parliaments. According to him, this position of the Russian side has found understanding among the parliamentarians of the participating countries of the Organization.
"We should have a clear agenda for each event, what we need to correct and change," he said at a round table dedicated to combating global challenges and threats, including the crisis of the arms control system.
In particular, the recent, "undoubtedly positive" experience of sending CSTO peacekeepers to Kazakhstan also showed that the procedure can be clarified, Karasin believes.
According to him, at a recent meeting of the heads of the international affairs committees of the parliaments of the member countries of the Organization, the Russian side "clearly raised the question that it is necessary to avoid cases when parliaments were forced to meet twice" in order to resolve the issue of the use of armed forces abroad, as it was in Kyrgyzstan and Armenia in January this year.
In this regard, the Russian side suggests "following the line of legislative registration of the right of the country's leadership to make a decision without any additional discussion in parliamentary committees and parliaments." "This is a requirement of time, because the situation can develop in different ways," Karasin stressed and added that, according to his feelings, the initiative was received with understanding.
"Such work should be carried out and brought to an end," the head of the SF Committee on International Affairs is sure. At the same time, he urged to "carefully formulate thoughts" so as not to "push against the wall" colleagues from other parliaments. "But I promise you, we will work on it," Karasin concluded.
Recall that on January 10, during an extraordinary session of the CSTO Collective Security Council, Russian President Vladimir Putin spoke about the procedure for making decisions on the use of joint forces of the Organization.
We need to think about improving the decision-making procedures on the use of the CSTO joint forces, the Russian leader said at the time. Decisions on Kazakhstan were taken promptly, but they need to be uniform, Putin believes. "This would improve the quality of our work, raise it a little higher and make our work even more efficient, although in general we have nothing to complain about," he added.
