The good news concerning military pensioners and their families came from the State Duma on Friday. Chairman of the State Duma Committee on Defense Andrey Kartapolov said that monthly payments to retirees this year will definitely be increased.
The deputy confirmed that a bill prepared by the Government of the Russian Federation on behalf of President Vladimir Putin to increase military pensions by 8.6 percent and recalculate them from January 1, 2022 has already been submitted to the lower house of parliament. "It will be considered and adopted as a priority. For this, in turn, the State Duma Committee on Defense will carry out all the necessary procedures as soon as possible. We clearly understand that this issue is urgent, and military pensioners should receive their payments in an increased amount as soon as possible," Kartapolov said, the deputy's office noted.
He also said that the deputies, together with the government, had done a lot of serious work on another military pension issue. "As a result, we have achieved an increase in the so-called "lowering coefficient". From October 1, 2022, it will be 77.41 percent," the deputy said. Kartapolov added that the State Duma Committee on Defense will continue to work on further increasing military pensions, improving social security for retirees and their family members.
It is known from the financial and economic justification for the bill that additional budget expenditures related to the growth of military pensions in 2022-2024 will amount to 154.3 billion rubles. This year it is planned to spend 63.4 billion on this. In 2023 - 42.5 billion rubles, and in 2024 - 48.4 billion.
A mechanism for increasing such charges has also been developed. First, a monthly supplement of 8.6 percent of the assigned pension will be established. It will be charged from January 1 to October 1 of this year. Then, as previously expected, military pensions will increase by 4 percent from October 1. This will happen simultaneously with a 4 percent indexation of the military personnel's pay.
The next step will be to increase military pension payments in two "streams". Those retirees who parted with shoulder straps before 2012 and after a serious increase in the army allowance fell under the so-called "lowering coefficient", the share of the allowance taken into account in the calculation of military pensions will be raised from the current 74 to 77.41 percent. And retired veterans will receive a monthly supplement to the pension in the amount of 4.6 percent.
As a result, all categories of military pensioners will receive an 8.6 percent increased pension for the whole of 2022.
