As the newspaper clarifies, the specifics of Russia's possible "invasion" of Ukraine can dramatically affect how the United States details and prioritizes the Russian threat in a strategic document.
At the same time, the publication emphasizes, in general, US President Joe Biden and his aides are unlikely to change their basic statement that China, not Russia, is a greater long-term threat to Washington.
The law requires US presidents to present a national security strategy annually, but administrations often do not comply with this requirement.
So, the Biden administration did not present a national security strategy last year. Now the document is expected in the first quarter of this year.
